Ministry of Industry and Trade: the share of Russian agricultural machinery in the agro-industrial complex exceeded 60%

In 2022, the share of domestic agricultural machinery in the Russian agricultural industry exceeded 60%. This was announced by the director of the Department of Agricultural, Food and Road Construction Engineering of the Ministry of Industry and Trade Maria Elkina at a round table in the Federation Council.

"If in 2013 the share of Russian agricultural machinery in the domestic market was 24%, then in 2022 this figure exceeded 60%. The quality of the equipment produced in Russia has also noticeably improved", - Yelkina said (quoted by Interfax).

According to her, a similar trend is observed in food equipment, where the share of domestic equipment has increased from 12% in 2014 to 55% in 2022.

She added that buyers are switching to the purchase of equipment and machinery manufactured in Russia. Within the framework of the state support program, about 8.7 thousand units of agricultural machinery and about 23.7 thousand units of food equipment were sold last year.

The Director of the department noted the low investment activity of farmers, which hinders large-scale renewal programs of funds, and the subsidies provided in such conditions are insufficient.

"We need to think about how to support farmers in the current conditions, when we observe a decrease in demand for machinery", - she believes.

First Deputy Chairman of the Federation Council Committee on Agrarian and Food Policy Sergey Mitin noted that the increase in the share of Russian machinery in the agro-industrial complex is associated with a decrease in the fleet of agricultural machinery.

"The fleet is decreasing at a faster rate than it is replenished: there were more than 600 thousand tractors, and now there are 400 thousand units. In addition, it turns out that practically nothing is sold in our country without state support measures", - Mitin noted.

He added that "unprecedented state support measures" are provided for these purposes. The First Deputy Chairman of the committee spoke about the expansion of the list of equipment supplied using the parallel import mechanism, the zeroing of customs duties on the import of equipment that is not produced in the country. He added that Rosagroleasing has been capitalized by 22 billion rubles, and the "program 1432" — Support for agricultural machinery - is also working "very well". At the same time, according to him, there is a decrease in the production of agricultural machinery.

"The production of combine harvesters in 2022 is minus 32%, forage harvesters - minus 14%, tractors - minus 1%, seeders - minus 7%, harrows - minus 10%", - he said.

The senator called the renewal of the park by farmers unlikely with the observed rise in price of agricultural machinery and a decrease in prices for agricultural products.

As Interfax notes, the situation has also affected agricultural machinery. In the presentation of Konstantin Babkin, President of the Russian Association of Manufacturers of Specialized Machinery and Equipment (Rosspetsmash) and co-owner of Rostselmash, it is noted that in January—February 2023, the production of agricultural machinery in the Russian Federation decreased by 11.4% year-on-year to 37.2 billion rubles.

"According to Rosspetsmash, in 2022 agricultural machinery worth 250.6 billion rubles was produced in Russia, which is 15.1% more than in 2021. At the same time, in natural terms, the output of its main types (grain and forage harvesters, tractors) decreased", - the publication notes.

According to the Ministry of Agriculture, in 2022, farmers purchased 11.34 thousand tractors against 14.73 thousand units in 2021. Combine harvesters purchased 4.71 thousand units last year (6.59 thousand in 2021), forage harvesters — 550 units (620 units in 2021).
