On March 23, Russian President Vladimir Putin instructed the government and JSC Dom.rf, with the participation of the Central Bank and the state corporation Deposit Insurance Agency, to develop a mechanism by June 1 of this year to include in the amount of a mortgage loan for new buildings the costs of windows, doors and built-in furniture of Russian production.

In the instruction of the head of state, it is indicated to ensure the application of existing guarantee mechanisms that will ensure the provision of guarantees for loans for the implementation of individual housing construction projects. It will also be necessary to create a mechanism for the use of escrow accounts in the calculations of developers using Russian timber products under contract agreements concluded with citizens, as well as to establish the procedure for taxation of services provided by such contractors, similar to taxation in shared-equity construction.

The instruction states the need to propose measures to support individual housing construction using domestic products of the forest industry.

It should be noted that the preferential mortgage program, the purpose of which was to make the purchase of housing more affordable for citizens, did not meet expectations. There was no mass purchase of real estate after the introduction of the privilege. In the secondary market, the supply at the end of 2022 increased by only 7%. Prices are rising, perhaps, faster than demand. Last year, on average, they asked for 16.4% more per square meter than a year earlier, and in February 2023, the "square" rose in price by 0.9%.

It is even more difficult to sell apartments in new buildings. By the end of the year, 66% of the apartments remained unclaimed. We are talking about more than 66 million square meters of living space.
