A draft law has been submitted to the State Duma providing for the restriction of the sale of vapes in Russia. The deputies proposed to prohibit the sale of devices for the consumption of nicotine-containing products (UPNP) and their components at fairs, exhibitions, by delivery and peddling trade, as well as remotely and through vending machines.
This bill was posted in the Duma electronic database. Explanatory materials to the project indicate the need for a ban in order to eliminate the possibility of ordering and assembling an UPNP device from individual components.
Earlier, State Duma Speaker Vyacheslav Volodin stated that deputies intend to initiate changes to tax legislation by increasing excise taxes on vapes. The increase in excise taxes will be the next step after the adoption of the ban on the use of vapes by minors.
