Senators want to make primary military training a separate school subject

In March, several meetings of the Federation Council members with representatives of the Ministry of Education and heads of law enforcement units were held. One of the topics discussed was the conduct of initial military training (NVP) in schools as a separate subject. Now the course is included in the OBZH program.

"According to senators and experts, the NVP course for schoolchildren should not be 35 hours a year, but at least three orders of magnitude more", - Deputy chairman of the Federation Council Committee on Defense and Security Yuri Valyaev told the Parliamentary Newspaper.

He added that the majority of the committee members agree with this position, and also support the allocation of NVP into a separate and full-fledged school subject.

Valyaev added that at the moment, the decision on the allocation of the NVP course in a separate subject has not yet been made. The Ministry of Education considers it necessary to take into account the opinion of parents of schoolchildren.

"Children, especially the senior classes, should be ready to defend their Homeland — both technically, psychologically, and ideologically", - said Ekaterina Altabayeva, Deputy Chairman of the Federation Council Committee on Science, Education and Culture.

In her opinion, amendments to the law "On Education" should be adopted for the introduction of NVP as a separate subject. In addition, changes will be required in federal state educational standards, as well as in federal programs.

As Kommersant notes, in January 2023, the head of the Ministry of Education, Sergey Kravtsov, spoke about the likelihood of introducing a module on NVP in schools if approved by parents. He also noted that participants of the special operation will be able to teach the course after teacher retraining.
