In 2001, a group of deputies, consisting mainly of representatives of the Union of Right Forces (SPS) faction, submitted to the State Duma a bill on the exclusion of the death penalty from the Criminal Code (CC). According to Kommersant, the State Duma Council returned the initiative to the authors.

"In 2001, the document was submitted by a group of deputies, mainly from the Union of Right Forces faction, including Boris Nemtsov, Egor Gaidar, Sergey Kovalev, Boris Nadezhdin and Irina Khakamada", - Kommersant notes.

The death penalty remains one of the types of punishment in the Criminal Code of the Russian Federation, but it is not applied due to the current moratorium, supported by decisions of the Constitutional Court.

The 2001 bill provided for the exclusion of the words "death penalty" from the Criminal Code. Its authors were 31 parliamentarians, including the current senator Elena Mizulina, as well as the chairman of the State Duma Committee on State Construction Pavel Krasheninnikov and the head of Rosatom Alexey Likhachev. Mizulina withdrew her signature under the bill in 2014. Krasheninnikov remains the only current deputy of the State Duma among those who submitted the bill.

"To return to the initiator the bill providing for amendments to the law, which has become invalid", - the decision of the State Duma Council, published on the website of the lower house, says.

According to sources of Vedomosti, in recent months the State Duma has intensified work to eliminate "hung up" bills, decisions on which have not been taken for a long time. According to the publication, the topic of "suspended bills" was raised by the speaker of the State Duma Vyacheslav Volodin at the end of February, raising the issue of the effectiveness of the work of the State Duma committees. It is noted that within a month some of these bills were returned to the authors. Some of the initiatives, mainly from the opposition forces, were brought to meetings and rejected. The White House independently withdrew part of the government bills.

"According to the regulations of the Duma, it is impossible to introduce a law on any topic if a similar draft has already been adopted in one of the readings. The regulations are as follows: if there is any other law on this topic, then they should be put to the vote at the same time, both. Therefore, usually when the authorities decide to develop some kind of law, they clean up those laws that are already in the Duma on this topic", - explained the situation of Reliable.
