The organization of assistance to palliative patients from other regions of Russia faced difficulties in Moscow. The Vera Hospice Care Foundation announced the need for a charitable collection to support such patients, since the mechanism of inter-budget transfers, which was developed to reimburse the costs of palliative care, does not work in practice, Kommersant writes.
By law, the region of a patient registered outside Moscow must reimburse the costs of his palliative care in the capital, but this does not happen due to the difference in the cost of such care in different regions. In 2022, the Vera Foundation paid for palliative care for 130 patients from other regions in Moscow in the amount of almost 8 million rubles, which were not reimbursed by the patients' home regions.
The organization hopes that the mechanism of inter-budgetary transfers will start working effectively in the future, but for now it is necessary to raise funds to support palliative patients.
In March last year, the fund faced problems related to international payments. Due to failures of the banking system in recent weeks, the organization has lost 947 subscriptions or 896 thousand rubles. In annual terms, this is 10 million rubles.
At the beginning of 2023, the head of the Palliative Care Center, founder of the Vera Hospice Charity Foundation and adviser to the Governor of the Nizhny Novgorod Region, Nyuta Federmesser, noted that the entire social sphere in Russia had "frozen" since February last year.
