In the Senate, Boris Listov became a member of two committees: the Committee on Financial Markets and the Committee on Local Self-Government. In 2011, Boris Listov received his diploma from the Moscow State Law Academy, which is one of the top law schools in the Russian Federation.

In June 2018, Boris Listov was appointed Chairman of the Management Board of the financial organization. Under his leadership, Rosselkhozbank significantly increased its support for agricultural small and medium-sized enterprises (SMEs). For example, in 2021, farms received 102 billion rubles in loans, which is 1.4 times more than the previous year. Additionally, in 2022, the bank became the first in Russia to provide preferential loans with a 10% interest rate to key enterprises in the domestic agricultural sector. In the same year, the total volume of such loans amounted to 491 billion rubles, with small and medium-sized companies receiving 20% of this amount.
