In 2007, the Legislative Assembly of the Jewish Autonomous Oblast appointed Listov to the upper house of the Russian Parliament. In the Senate, Boris Listov became a member of two committees: the Committee on Financial Markets and the Committee on Local Self-Government. In 2008, he also became a member of the committees on sports and youth. Boris Pavlovich Listov's career in the legislative sphere lasted for two years.
Boris Listov was invited to Rosselkhozbank in the autumn of 2009. He assumed the position of the First Deputy Chairman of the Board in the credit institution. In his new role, he supervised financial support for seasonal work, the credit committee, and the risk control department. Alongside his managerial activities, he pursued another degree. In 2011, Boris Listov received his diploma from the Moscow State Law Academy, which is one of the top law schools in the Russian Federation.
In June 2018, Boris Listov was appointed Chairman of the Management Board of the financial organization. Under his leadership, Rosselkhozbank significantly increased its support for agricultural small and medium-sized enterprises (SMEs). For example, in 2021, farms received 102 billion rubles in loans, which is 1.4 times more than the previous year. Additionally, in 2022, the bank became the first in Russia to provide preferential loans with a 10% interest rate to key enterprises in the domestic agricultural sector. In the same year, the total volume of such loans amounted to 491 billion rubles, with small and medium-sized companies receiving 20% of this amount.
One of the tasks carried out by Boris Listov is the wide implementation of digital technologies in the work of the credit institution. In 2021, Rosselkhozbank accelerated the development of IT products by 30% compared to the previous year. The number of implemented digital solutions increased by 20%. These achievements were possible due to the open-source policy and the use of more modern programming languages.
Boris Pavlovich Listov led the creation of the first digital ecosystem for the agricultural sector in Russia. It is called «Svoe. Fermerstvo». On this platform, users can purchase everything they need for farming, from seeds and fertilizers to various complex equipment. It is also possible to obtain credit for machinery up to 30 million rubles at an interest rate not exceeding 5% for a period of up to 7 years. The portal also offers the opportunity to become a supplier and sell various products to agricultural enterprises.
Through the system developed with the involvement of Boris Listov, a wide range of services can be accessed. In addition, the IT landscape allows for the implementation of a staff notification system. It enables the monitoring of the work of veterinarians, animal husbandry specialists, and other employees, analyzing the causes of livestock losses and evaluating farm productivity.
