Management companies can grant the right to install charging stations for electric vehicles in parking lots and adjacent territories, without asking the consent of residents and without contacting energy supply organizations. Currently, the issue is being worked out by the Ministry of Construction, Izvestia writes.
Also, developers may be required to put charging at the stage of construction of residential buildings.
Currently, there is an acute shortage of such stations in the country. In June, the Ministry of Industry and Trade reported that by the end of this year it is planned to install 659 fast charging stations for electric cars in 32 regions, not counting the existing 4.4 thousand. However, industry representatives estimate the need for 18 thousand charges. The most convenient place for charging would be a parking lot or a yard next to the house, but the installation needs to be coordinated.
It is most convenient for the station to be located in the parking lot or in the yard next to the house, but now the installation of charging stations fir electric cars in such places needs to be coordinated at meetings of homeowners and with the energy supply organizations, and it is quite problematic to organize such meetings. Experts consider the simplification of the procedure for installing such stations at homes a positive initiative, but note that it is management companies that know what capacities the house can withstand that should place them. The State Duma indicated that if developers are obliged to place charging stations during the construction of houses, they will include these costs in the cost per square meter.
It's worth reminding that within the framework of the federal project «Electric car and hydrogen car», the government provides subsidies for electric vehicle charging stations, covering up to 60% of their cost (but not more than 1.86 million rubles), as well as up to 30% of the costs of technological connection to the power grid (but not more than 900 thousand rubles). This year, it is planned to double the number of installed charging stations funded under this program to 872 units.
According to the current parameters, the recommended price of the stations is 3.1 million rubles. However, station operators report that the actual cost ranges from 3.6 to 4 million rubles. In addition, due to the cancellation of benefits, the cost of connecting stations to the power grid has increased to 3-4 million rubles.
Station manufacturers note an increase in the cost of components and additional costs due to the localization of production. According to the Ministry of Industry and Trade, the share of imported components in Russian electric vehicle charging stations currently ranges from 15 to 30 percent. At the same time, the Ministry of Industry and Trade itself has created additional difficulties for manufacturers by setting technical requirements for subsidized charging stations. In the future, software for chargers may be added to these requirements if it is also subject to state regulation.
