As a result of another night drone raid on Moscow, two towers in Moscow City were damaged. IQ-quarter belongs to the state company «Dom.rf». There are mainly ministries located there. The Oko-2 Tower is a joint property of the City of Moscow and Gavriil Yushvaev.

Ukrainian drones that attacked Moscow today damaged two towers in a prestigious area of Moscow — Moscow City. The most expensive commercial real estate in the country is located here. Some towers are private property, some of them are a joint public-private partnership. Some belong to the state.

It owns 40% of all areas in the complex. 40% belongs to large businesses: Transneft owns the 54-storey Evolution tower, and Rosselkhoznadzor owns the skyscraper No. 1 of the IQ quarter. VTB Bank bought the entire 70-storey Eurasia and 40 floors of office space in the Federation West in addition, the official sales website of Moscow City reports.info .

The IQ Quarter tower was the hardest hit. It consists of two buildings and belongs to the state company Dom.rf and the Rosselkhoznadzor. It was built in 2015. Real estate sales began in 2016. Initially, the Rosselkhoznadzor Bank was located on the top floor, the remaining floors of the 42-storey building were rented out. Retail space on the ground floor was also offered for rent.

11 apartments in the IQ quarter are for sale on the CIAN portal.

Basically, these are two-room apartments with an area of 50 to 60 sq. m. They cost from 28 to 45 million rubles, or from 311 thousand dollars to half a million dollars. There is one five-bedroom apartment on the 15th floor with an area of 105 sq.m for 70 million rubles. The ad reads:

Most of the areas in the tower are occupied by the Ministry of Economy, the Ministry of Finance and the Ministry of Industry and Trade. In addition, the departments occupy 26 floors in the OKO complex, where the windows were blown out.

The market value of the IQ quarter complex, according to Forbes, is 60 billion rubles. The total area is 228 thousand square meters. There is also a block of apartments. It is not reported who owns the apartments, but only 5% of the complex belongs to apartment owners in Moscow City.

OKO-2 is a public—private partnership between the DGI of Moscow and Gavriil Yushvaev. Yushvaev was a shareholder of the Wimm-Bill-Dann concern, whose value on the New York Stock Exchange in 2007 was estimated at more than $ 4 billion. Yushvaev got into the news in 2021, when his guards in the OKO-2 tower started a shootout because one of the guests did not like how the businessman's car was parked. Yushvaev, as well as hockey player Pavel Bure, were guests at the celebration of Dmitry Pavlov's birthday.

The Oko-2 tower, or rather, a part of 20 thousand square meters, was rented by Yandex. Vedomosti in 2019 reported that Yandex wanted to rent all available space, which was up to 45 thousand square meters, but they were outpaced by Hyundai and S8 Capital. There were many applicants on the square in «Oko-2», such as the pharmaceutical company Novartis, Modulbank, the Russian Football Union. It is unclear how the areas are distributed now due to the fact that many large companies have left Russia due to sanctions.

Now the owners of super mobility have other problems — how to ensure the safety of thousands of people working in Moscow City.

Also, top managers promised to raise „at the state level“ the question of the possibility (and rationality) of turning on air alarms in the event of a threat of a drone attack. Political scientist Marat Bashirov believes that civil servants may not come to work tomorrow:

«According to safety regulations, it is necessary to inspect and certify premises and building maintenance systems anew. I am silent about the psychological state of employees of ministries and large commercial organizations.»

Analyst Georgy Bovt believes that drone raids on Moscow will continue:

«And if night drone attacks are replaced by daytime ones, and during working hours? We must be ready for this. This is the next stage of escalation. They say (and with good reason, of course) that they are beaten at night, because it is easier to detect and shoot down a drone during the day. But there is another version: they do not want to spoil (to themselves in front of allies) the PR picture with types of civilian casualties. They don't want to yet.»

MP from the SR Dmitry Gusev proposes to create a «security dome» over Moscow.

«Elements of electronic warfare should be located around the perimeter of the capital, as well as over critical infrastructure, enterprises and public buildings. The security dome needs to be created as soon as possible, because drone attacks have a very serious impact on the psychological state of residents, » he said.

What the deputy apparently does not know: the security dome over Moscow is already in effect. Security experts told NI that Moscow is well protected from an air attack, better than Israel, according to Vasily Kashin, director of the HSE Center for Integrated European and International Studies, a member of the INF:

«The Russian air defense system covers a much larger area. But in principle, the Russian one has a strategic level with large missile defense systems, includes missile defense from medium-range missiles, includes large sams (S-300 VM, S-400) capable of shooting down aerodynamic targets at very long ranges up to 400 km. Medium-range complexes of the BUK family and further short-range complexes in the form of TORI and Shells.»

However, these funds are probably not enough.

The bad news for owners of luxury real estate in Moscow City is that they will have to invest in warning systems and debug underground shelters for people. There is a positive moment for tenants and tenants — it is possible to reduce the rent.
