Hundreds of charging stations for Moscow electrobuses are purchased for more than 1.7 billion rubles. Authorities explain this by the occurrence of the “force majeure circumstances”.

Two tenders for the purchase of 101 ultrafast charging stations for electric buses in Moscow have been published on the government procurement portal. In the new version of the purchase of May 6 this year The customer of the equipment was not the city hall, but the Energocenter company directly from Noginsk near Moscow. Only the initial (maximum) contact price has not changed - 979.2 million rubles.

Tender results will be announced on May 29. Activists ask quite a reasonable question: why, in the midst of an epidemic, and even with the officially projected deficit of the capital budget of 600 billion rubles, spend more than 745 million rubles on a clearly not priority purchase? Is the scandal with "border improvement" turned out to be small?

The answer in part gives the very justification for the spending so serious at the moment. Firstly, procurement is carried out according to the law 223-ФЗ, but not according to the "traditional" 44-ФЗ.

What are the differences between these related procurement procedures? 223 Federal Law, let’s say, gives greater freedom of maneuver, there is no detailed description of all actions during the procurement, which, of course, is beneficial to the customer. For example, it is not necessary to rigorously justify the initial (maximum) price using a special technique. The main thing is that 44-FZ strictly punishes the supplier for any violation of the procurement procedure - fines, penalties, and even the inclusion of unscrupulous suppliers in the register.

But the most interesting thing is not even in the more profitable 223 Federal Laws. Cherry on the cake is the rationale for the acquisition of electric bus chargers in the midst of the economic crisis:

Procurement is carried out as a result of an accident, other natural or man-made emergencies, force majeure, if necessary, urgent medical intervention, as well as to prevent the threat of these situations .”

The sharply increased price tag for already expensive charging equipment raises questions. Compare yourself.

The cost of the charging station (AP) in 2018 was 12.7 million rubles. In 2020, the Energy Center is ready to pay about 20 million for electric charging, and the budget Mosgortrans is 6 million cheaper - about 14 million for 1 AP.

Are the models of charging stations identical in functionality and appearance so critical in terms of build quality and components? Or Mosgortrans, how did KamAZ (in the first lots for the purchase of "transport of the future" charges were supplied with electric buses) planned to buy not very reliable charging stations from friendly China?
