In the residential complex "Chestnut Grove" under construction, the sale of housing from the first stage of construction has started - more than 50 apartments in an 18-storey building. The developer, the MIC Group of Companies, positions its project as comfort-class housing in a prestigious and environmentally friendly area of the Moscow region. Odintsovsky district, 7.5 km from Moscow Ring Road. “As many as five hectares at the disposal of future new settlements, almost a third of the development complex is a landscaped space surrounded by dense forest parks”.

More than 212.9 thousand m² of new housing. The cost of apartments starts from 4.4 million rubles. Attractive for young families, and everything would be fine if not for one big BUT. You have to live literally under the wing of the aircraft.

The land plot approved for dense development is located directly under the glide slope of Vnukovo International Airport. In total, the developer, MIC Group, plans four stages of construction. According to the project declaration, on the outskirts of Odintsovo near the village of Izmalkovo, on a plot of 16 hectares, 22 buildings of different heights should appear - houses with a height of 17-32 floors.

This construction does not take into account the huge risk of an aircraft colliding with a multi-storey building, this can happen sooner or later due to the laws of physics, members of the Odintsovo Initiative social movement are convinced.

- About 24 million passengers use Vnukovo Airport annually. Dense high-rise buildings of the Chestnut Grove residential complex threaten flight safety and with a high probability can lead to a collision of an aircraft with multi-storey buildings under construction, taking into account the glide path (that is, the take-off and landing angle), the flight trajectory, the maximum permissible error of deviation from the route, including in height, - says Georgy Gorodetsky, deputy of the Council of Deputies of the Odintsovo city district.

Regional standards of urban planning (RNGP) of the Moscow region for the urban district of Odintsovo really set the maximum height of buildings at 17 floors. It turns out that two buildings of the Chestnut Grove residential complex, those with 32 floors, will almost double the allowed number of storeys even for the city of Odintsovo. In the village of Izmalkovo, where the new residential complex will be located, the construction of buildings no more than 3 floors is completely allowed.

The developer promises to compensate for all the “nuances” with “large-scale improvement”. The forest area of 5 hectares is planned to be transformed into a park with recreation areas, jogging trails and bike paths. “The center of attraction of the complex will be a pedestrian street with a wellness center, shops, a food hall and children's centers located on it, promises the MIC GC. The developer also talks about the fulfillment of social obligations for the facility: a school for 1100 places, two kindergartens (for 185 and 350 places), a clinic and a police station should appear in the new area. The project also provides for parking for 2798 places.

But in matters of security, when there is a real threat to the lives of millions of passengers and thousands of residents of new buildings, there can be no compromises, public activists are convinced. The Odintsovo Initiative sent appeals to the State Duma of the Russian Federation, the Federal Security Service, the FSO, the Ministry of Transport of the Russian Federation, in which they ask to check the legality of issuing and obtaining permits for building a land plot under the glide slope of the Vnukovo government airfield.

The activists also ask the Federal Air Transport Agency to inform whether the development under the runway has been agreed with the state agency.

In addition to the safety of residents of Odintsovo, the issues of developing capacities to ensure the life of the new district are of concern. According to the neighbors, the developer is not going to solve the problems with overloading the social infrastructure on its own, and with the declared number of new settlers, it is inevitable.

Transport collapse, queues for hospitals, schools and kindergartens - this is the near future of residential neighborhoods along the Minsk highway.

- Potential buyers are not shown the entire project of the microdistrict. And the truth is that this is another man-hill, concrete boxes with a seat on each other's heads. They build tiny apartments, without finishing, but for an overprice. The next ambitions of moneybags. In Russia, it is customary for people to suffer. And there is no forested area there! A large old village on the periphery of the field, do not expect silence and a forest fairy tale. The only entrance-exit to the Minsk highway on twenty skyscrapers, 32 floors. Do not wait for an ambulance, do not wait for firefighters and so on, get up for work at 5 in the morning. Moreover, the residential complex is being built on the Vnukovo glide path. The airport is 5 kilometers away. Ready to live in 24/7 noise? I don’t advise, - comments the buyer Gennady K., who changed his mind about taking an apartment in Chestnut Grove.

A residential quarter of 318.4 thousand m², including 212.4 thousand m² of housing, requires builders to spend at least three times more than those laid down, activists of the Odintsovo Initiative emphasize.

Minsk highway is the main western transport artery of the Moscow region. Proximity to a noisy and polluted federal highway is a dubious advantage in itself. However, building permits for plots along it are issued without interruption. From all sides, the highway is surrounded by multi-storey microdistricts built in excess of the maximum allowable number of storeys, and the new residential complex in Izmalkovo will be the third in this row.

Opposite it, there is already Odintsovsky Park - for 11 thousand inhabitants on 13 hectares, and this is a record-breaking residential complex for the density of living in the entire city. And nearby, instead of the promised business center in Odintsovo-1, PIK Group is building 25-storey buildings.

- For residents of all residential complexes, the federal highway is actually the only highway. The dense Odintsovsky Park, among other things, has no direct transport connection with the city. Like the entire Moscow region, Odintsovo cannot provide itself with a sufficient number of jobs. Most of the residents of this microdistrict are young families. Every morning, almost the entire able-bodied population leaves for work in the capital, and returns home in the evening to spend the night. Can you just imagine what kind of hopeless traffic jams on the only road we will get after putting all this new housing into operation? - says a member of the Public Chamber of the Odintsovo city district Mikhail Belozub.

Although in January 2021, traffic was opened along a new interchange at the 25th kilometer of the Minsk Highway, the construction of which spent 1.5 billion rubles. from the budget, the location of the loop itself raised many questions from motorists. They pointed out: in this form, the interchange will not benefit most of the inhabitants of Odintsovo - it is critical that it adjoin Makovsky Street, but it does not. From Avtodor's response to this claim, it follows that such an organization of traffic is allegedly impossible - again, the same "multi-storey residential building" is to blame. Not far from the interchange there is a land plot under the residential complex "Izmalkovo". It turns out that the residents of the new districts are denied the necessary interchanges ... due to the presence of residents themselves in these very districts (in excess).

The daily migration of many thousands of regions could be provided by railway transport, electric trains. But the new microdistrict for 7,500 inhabitants does not have it, it is located at a considerable distance from transport hubs.

Thus, new residential complexes load the Minsk highway even more, where drivers and passengers already lose a lot of time every day in traffic jams.

About public transport, which could partially unload the highway, until even promises are made. There are few pedestrians among those living in new buildings along the Minsk highway - the walk to the MCD Odintsovo platform takes about an hour on foot, and it runs mainly through the industrial zone, including the extreme crossing of the highway.

The alternative is to get to the Odintsovo station 45 minutes on foot through the ravine, the underpass and further along the industrial zone, where landscaping is not even planned, - says a resident of the microdistrict Yulia T.

Novye Izvestia sent an editorial request to the MIC Group with a request to clarify why the design declaration of the Kashtanovaya Roshcha housing and communal complex in terms of the number of storeys of residential buildings contradicts the requirements of the Regional Urban Planning Design Standards (RNGP) of the Moscow Region, and how, despite this fact, the developer received building permits?
