In this regard, the newspaper "Sobesednik" notes with some humor: there is a decision that if you go to the toilet with the investments, you have to take a dump.

Some of the sarcasm of the publication is explained by the fact that 90 percent of the planned costs will not be spent on the construction and arrangement of new toilets (that, by the way, are very necessary for the city, its residents and guests), but on the maintenance of the existing facilities.

The newspaper reminds that for several years a whole network of "golden toilets" has been operating in the city, so nicknamed not only for the yellowish color of the coating, but also for a truly precious price - from 50 rubles per person. The prefix does not at all imply a plurality of tariffs, but only indicates that, as a rule, the payment terminals of toilets do not consistently issue change. Therefore, any Russian bill with a denomination of more than 50 rubles (which is 100, 200, 500, 1000 and 5000 rubles) risks forever remaining in the womb of an automatic "bandit" from the big Moscow road. Clients, of course, can be in a big disadvantage, but the owners of toilets - "ORK" - are always in the black.

It turns out that even when closed, the capital's toilets bring ...profit! In accordance with the state contract, the city budget pays two thousand rubles per day for each booth.

According to the dates of the scandalous reports in the media, "Sobesednik" checked how well the mayor's office paid businessmen for those booths that, judging by the stories, did not work in those days. It turned out that all the necessary numbers are in the acceptance certificates of the work performed. In total, according to the state contract for 2017-2019, the mayor's office, through the accountable state budgetary institution "Dorinvest", decided to pour 697 million rubles into the "golden toilets", and for 2020-2021 it did not spare another 517 million. This is over 1.2 billion in five years!

And here is what is shocking about this strange arithmetic. Judging by the acceptance certificates, all these booths in the city work (again on paper) 250-300. If the city itself bought them at a wholesale price, it would spend a maximum of half a billion. That is, more than half what it pays to private business. The extra ten million dollars were actually flushed down the toilet.

Who is capitalizing on the urgent needs of the citizens and guests of the capital city?

In 2013, Komkhoz-Service and ST.Consulting received an investment contract for the right to install 600 cabins in the city, for which they pledged to pay 200 million rubles to the budget of the capital. That is, initially not Moscow paid for this pleasure, but Moscow. The firms were then backed by Igor Tkach and Vladimir Simonenkov, associated with the MC "Avenue Management" of Sergei Gljadelkin, the former head of the Moscow State Unitary Enterprise Moscow Center (Igor Tkach, the former deputy head of the city's control committee and head of Mosnadzor in 2009– 2011, whom the media call "Glyadelkin's cousin"). In addition, all three had previously worked at Inteko-Center, and suddenly, as if by magic, they became owners of assets worth millions of dollars, while breaking away from the previous owners and accusing the former vice-mayor of Moscow of extortion.

But very soon these businessmen themselves did not want to pay their obligations to the city, the mayor's office sued them, and in 2015 control over the toilets passed to the companies from the Seychelles, registered at the same address... In a word, the owners of the "golden toilets" are safe at this address was washed away with all the obligations. It does not matter, the mayor's office found new ones, who agreed to pay for the already worn-out booths. The new contract was awarded to “ORK” LLC.

Probably more responsible people have gathered there, since the officials trusted them. Let's have a look.

The founder of "ORK" was Roman Nemchinov, a former subordinate of Simonenkov. Now, according to the documents, the company is owned by Sergey Frolov, who also previously worked for Simonenkov. Boris Yermakov, who occupied the chair of the general director of "ORK" in 2017, had previously headed Komkhoz-service, which had fled to the Seychelles. The company telephone number coincides with the telephone number of another Simonenkov's company, and the legal address coincides with the address of the "Avenue Management" structures.

After the recent scandals on the market, it became known that everything was arranged according to Mayakovsky - when you say "Simonenkov", in fact, you mean "Gljadelkin and Tkach". That is, the officials could not help but understand that they are giving hundreds of budget millions to the same people who once had already broken the contract.

According to the Federal Tax Service, in 2017, "ORK" employed only 7 people, and at the end of last year - 46. This is more, but still not enough to serve the entire network of “golden toilets”. That is, receiving money from the budget, the firm acts only as an intermediary. But for whom?

Three years ago, the then general director of the company, Boris Ermakov, admitted to Life that "ORK" itself only rents cabins from the company "Santex". It is interesting that at that time there was only one person on the staff of "Santex", and that very soon resigned. Probably, we are talking about the former general director of "Santex" Sergey Frolov, who today heads just "ORK" and who worked in the structures of Glyadelkin for a long time. At the same time, until last year, the owner of "Santex" was Vladimir Simonenkov, already familiar to us, but he has already left his place in the management and founders of the company. I had to. And who wants to receive claims from the tax authorities for subsidiary liability and be disqualified for bankruptcy!

According to SKRIN.Kontragent, in 2018, "Santex's" income amounted to 1,065,187,000 rubles, but the budget's profit from paying taxes was much more modest. In February 2018, for non-payment of taxes, proceedings were initiated against her in the amount of 4.4 million rubles. In August - by another 4.7 million. In October - by 3.4 million... But for some reason the bailiffs did not find any traces of the firm itself, or its property in the form of so-called "golden toilets". Probably not very looking.

As a result, last summer the FTS even filed for "Santex" in arbitration, where, for some reason, without contacting law enforcement agencies, she stated that the debtor did not even have property to pay off all the costs of the case. So instead of reimbursing these OOO (LLCs) for damage to the state, instead of imposing, as it should be, subsidiary liability on the founder or the head of the company, in an attack of kindness that came from nowhere, the tax authorities decided to simply exclude the company from the Unified State Register of Legal Entities.

By the way, a similar story is happening with other firms of Glyadelkin and Co. Last year, "Avenue Management's" net profit was less than 400 thousand rubles, and debts to the treasury exceed 13 million, and this with assets that can be estimated at billions.

They are generally trying to collect 132.5 million from "Avenue Capital". "ETM Center" is working at a disadvantage. Bankruptcy proceedings have been initiated against the "MSM-1 Construction Technologies"... Probably, the same fate awaits the “golden toilets”.

Probably, budgetary cream will also be skimmed off their toilets and poured, if not again into offshore, then on an imaginary foreigner. Possibly, on the Englishman Jay Carpenter, for whom Simonenkov, on the advice of Ostap Bender, had already secured "Santex", which he had ruined.

True, it is not easy to ascertain whether an Englishman really exists. The company does not have a telephone, and the location in the documents is indicated purely formally. There is simply no tax resident in our country who would have a TIN with that name.

Abroad, however, there are quite a few Carpenters. There is a famous DJ Jay Carpenter. There is the artist Carpenter. There is even a low-budget actor who has appeared in the movie Ninja vs. Zombies. He is also Carpenter. But among the businessmen of the Jays Carpenters (one in Britain, several in the United States), it was not possible to find a single one connected with Russia. It is possible that such a denomination exists exclusively on paper, so that the Federal Tax Service and creditors have no one to ask for debts.

This is also possible, given that in the 90s the full namesake of Sergei Gljadelkin already fell under Article 327, part 1 of the Criminal Code of the Russian Federation (falsification of documents). This version is confirmed by the fact that the same elusive Jay Carpenter in Russia has one more office - Ortex-M, which was also declared bankrupt this year due to debts to the Del Monte company, which supplies fruits. At the same time, Orteks-M no longer has any visible connection with Glyadelkin and Simonenkov. Probably, someone simply uses documents in the name of a mythical foreigner to cover up the financial frauds of clients, to impose subsidiary liability and disqualification provided for by law on him (and such a director is not able to ensure the safety of company documents).

In short, it will be interesting for law enforcement agencies and the tax authorities to find out where the budget millions have gone and to whom "Santex" transferred them. If so, then such a scam must involve completely different forces. Both from the business side (after all, Vladimir Simonenkov signed documents on the transfer of his share to this Carpenter and the appointment of a new director), and from the side of the registering authorities in the notary service and the tax inspection. And of course, from the side of the Moscow City Hall. After all, it is the city officials who throw out hundreds of millions of "toilet" rubles to entrepreneurs who, such an impression, have put bankruptcy on stream. Someone has to control these "golden toilets" and the flow of gold through them?

Directly on the golden booth hangs "Instructions for using the toilet", at the very bottom of which there are two phone numbers - the operating organization LLC "ORK" and the controlling organization of the Moscow State Budgetary Institution "Dorinvest". Both numbers belong to the same mobile operator and differ only in the last digits, as if the SIM cards were bought in one package. The impression is that the owners of the toilets have merged so much with the officials from the Moscow government that they control themselves.

The controllers cannot get through the indicated phone numbers. Surely an error and a coincidence. To dispel doubts, we call the first number. Not immediately, but they answer there:

- Svetlana, dispatcher of "ORK".

Everything is fine here. But the call to the second number (supposedly to the auditors from the mayor's office) surprised me.

- Lyudmila, dispatcher of "ORK".

"ORK" again! Well, at least not the same Svetlana, it's already good. For good measure, I clarify:

- But the plate says that this is the phone number of the controlling organization. Are you in control of yourself?

- The "Golden Toilet"? The controlling organization is "Dorinvest". We are the exploiter.

- Then why are you answering the telephone of the controlling "Dorinvest"?

- What's your problem? What did you want?

- I wanted to call "Dorinvest". And it turns out, I call the "ORK".

- Well, dial the second phone.

“ORK's phone number has the last digits 91, and "Dorinvest's" - 70. I’m calling the second number.

- I do not know. 70 is "ORK".

- And "Dorinvest"?

- So "Dorinvest" is 91.

- The dispatcher of "ORK" is also responding there.

- But this is impossible.

- What do you mean with "impossible", when exactly these phone numbers are written in the instructions on the toilet cubicle?

- I can't tell you anything. And I don't lnow how to call "Dorinvest"...

In the end, "Sobesednik" found out that in charge of the main toilet owner of Moscow State Budgetary Institution "Dorinvest", which reports to the capital's housing and communal services department, is Izamutdin Izutdinov, who was first appointed to this post during the time of the late Luzhkov. That is, a proven person. It is no coincidence that his son, at the age of 21, also became a local official, at the age of 28 he obtained the post of the head of the council, at the age of 30 he got the post of state secretary of the Moscow overhaul department, and at 31 he was appointed by Sobyanin to the position of sub-prefect in Northern Administrative District (SAO) of Moscow.

The wife of Izamutdin Izutdinov, Zaripat, is a businesswoman from Kursk's Zheleznogorsk, but she also works for the benefit of the capital. Through JSC "Emos", according to Rosstat, she provides "Dorinvest" (often without any competition) engineering and technical consultations and connects to the power grid the same toilet cubicles, for which her husband is also responsible. It isn't as if such contracts are very legal, but money doesn't smell, does it!

But this allowed the official Izutdinov to regularly declare not only his houses of 293 and 300 square meters, but also a luxurious apartment in the elite skyscraper Vorobyovy Gory, where the Chelyabinsk Governor Alexey Teksler, billionaire Dmitry Mazepin, the Usmanov family were among the neighbors of the “toilet king”. Wiener and other authoritative people. Well, it turns out where he himself lives - an honest and disinterested official in the capital, responsible for some kind of ruinous toilets for the city.

Moreover, at the end of 2017, that is, immediately after "Dorinvest" flushed almost 700 million Moscow rubles into the toilets of the “golden toilets” through a state contract, the Izutdinovs acquired another luxurious estate in the Moscow region, with a main mansion of 754 m2, and later with a 230-meter garage. Moreover, in the official's declaration for this year, neither this house, nor the garage, nor the cars for it were found by "Sobesednik". As if someone had washed them into something.

And yes, of course, no claims on this score against Izamutdin Izutdinov and Simonenkov were raised by the capital's leadership. Probably because the estate of the head of "Dorinvest" is located just 200 meters from the country estate of the family of the vice-mayor of Moscow Pyotr Biryukov, who is in charge of housing and communal services in the mayor's office.

So if budget billions are flushed into the lavatory bowls of the "golden toilets", it means that someone needs it - both dubious businessmen and the officials who cover up them. However, it is up to the relevant authorities to decide what kind of Carpenter there to whom and how much exactly trickled in, as well as to make the final conclusion: who should sit in the "golden toilet", and whose place is still in the gut bucket.
