Where did they come from in the territory where there is still no production equipment, but only the bare skeletons of future workshops, it was not possible to find out. The general contractor of innovative construction is the MonArch Group of Companies, its head Sergei Ambartsumyan is one of the ten top developers in Moscow and the three most aggressive - few of its facilities did without scandals. As a result, they all ended well and allowed Sergei Aleksandrovich to condescendingly “forgive” his opponents: “You only criticize, but we are working”.

In the corridors of power, such a phrase is the standard for an official. Ambartsumyan is well acquainted with the corridors. Good relations continued with the new government. During the mayoral elections, Ambartsumyan was Sergei Sobyanin's confidant and supports all of his advanced projects.

It is logical that a specialist of such a profile did not stand aside from the main project - renovation and in difficult times offered the program "new technologies".

Sources of "NI" in the construction complex of the capital put forward a different version: Ambartsumyan found in New Moscow free agricultural plot with an area of 248,244 sq. m., promised to invest 15 billion rubles of investment and received it free of charge for rent for 6 years "for environmentally friendly construction." But they managed to wake up Mosgorstroynadzor, and on the basis of complaints from residents, he filed a lawsuit against MonArkh for the lack of permits for the construction of the plant. This is how it happens: for half a year the supervisory authority, together with "MonArch", assured that the permission to put up the fence would also allow the construction of a plant of the third hazard class. It is scary to imagine that the court will close the plant and spoil the mood of the event participants.

- My personal professional experience and judicial practice show that an independent examination almost always reveals more or less critical discrepancies with the mandatory building standards of high-rise buildings that have already been put into operation. And this is for commercial construction! And here, when the task is to build quickly at least something, approximately equal in size to replace "apartments in obsolete five-story buildings" - cost reduction and the pursuit of increased profits inevitably comes to the fore. This is achieved by reducing the quality of housing. I would like to be wrong, but the quality of modular houses is obvious in advance. Technologies can be any, even German, as we are assured, but they have their own handles, and the greed of home-grown officials and developers is several times higher than in Europe. Nobody even hides that the cheapest (and not the best) options for new housing are waiting for the participants of the renovation. I am sure that after the first resettlements, the authorities will be inundated with lawsuits.

Many questions have long been ripe for litigation. When there was a boom in panel housing construction, citizens lived in barracks and communal apartments, their own, even a small apartment, was perceived as heaven on earth. What happened now? Where are the hosts of communal apartments and barracks? What are we settling? Someone considered the real need of the city for housing? And why are brick five-story buildings bad, but modular panel houses good?

The most important thing: how freely the authorities at all levels twist legislative acts affecting basic legal institutions, in complete contempt for the right of private property, for the observance of small-scale construction "propriety" - shows that these are far from all the surprises that can await Muscovites. There is no protection against the next "refinements" of the parameters of the renovation, which radically change its order and conditions. One noodle on the ears: a difficult situation in the economy... there is nothing to build comfort-class housing on... it will get better over time...

Make no mistake. As long as we are silent and do not resist, nothing will work out... Unless it will be useful for some of the "for-demolitioners" to feel in their own skin what are the consequences of a disregard for the rights (both their own and those of their neighbors) and the pursuit of freebies. But in this situation, I am most saddened by the fact that many responsible people are at risk - Muscovites who advocate compliance rights and against violent experiments with their property.
