Module for acceleration: what the builders of Moscow are preparing for the renovation relocatees
22 March , 10:31City
For participants of the capital's renovation program, an experiment is starting to accelerate the construction of high-rise buildings from modules.

Lyudmila Butuzova

"New technologies "during the construction of houses was announced in early March by the head of the construction department Rafik Zagrutdinov.

Now houses for renovation in Moscow are being erected mainly "in a monolith", this is a costly and long process, stretched out for 2-2.5 years. The modular technology, reminiscent of a children's Lego construction set, will reduce the financial costs and terms of construction of housing for migrants up to 2-3 months, - stressed Zagrutdinov.

Дом-конструктор из модулей может выглядеть примерно так

In the commercials of the company "MonArch", which, in fact, proposed new technologies to the government, the process looks like this: a panel block up to 100 sq. m with all engineering systems is supplied from the factory with whole apartments - just have time to put one on top of the other, the installation of a floor takes no more than a day. If you work around the clock, the crane will reach the 16th floor in two weeks. The layout of the room can be different, and given the almost complete absence of load-bearing walls, it will be possible to rebuild it to your taste. The facades of typical buildings will depend on the architect's imagination.

Muscovites who have sat up in their obsolete Khrushchev houses, the news about the acceleration of renovation should cheer up. In the three years since the beginning of the program, only 24 thousand people have moved to new homes, more than a million are living on suitcases. If the resettlement will move at the current pace - 8,000 people a year, then the last in line will celebrate housewarming no earlier than in 125 years. Modular housing opens up the light at the end of the tunnel. According to the forecast of the deputy. Mayor of Moscow for urban planning policy Andrey Bochkarev, by 2030, 7.7 million square meters of housing will be erected by an accelerated method, displaced persons will move to long-awaited apartments.

Judging by the storm in social networks, not all program participants liked the life-giving module, and fears that in return for a house sentenced to demolition, you can get something completely different from what was promised, negates the good intentions of the capital's construction complex.

“People, well, this is some kind of lego, just the bottom! Let's go to cardboard boxes then...", - the activist of the group" For Demolition "Lyudmila Porechenkova is indignant. - In general, or what, have they abandoned normal houses? We'll have to take what they give?"

The product will not be the first freshness, says network analyst Maxim Kozlovsky, arguing in the FB with the propagandists of modular houses and modern technologies:

“The catch phrase“ Everything new is a well-forgotten old will come in very handy here. ”I will give two pictures from the textbook of the country's construction universities“ Architecture of civil and industrial buildings”, Moscow: Higher school, 1975. I will not tell why even in In the mega-economical era of Khrushchev, this technology did not become the most widespread, I will leave you, my dears, a clearing for reflection".

Meanwhile, the first modular house has already begun to be assembled in the east of the capital. This was announced by Rafik Zagrutdinov. The experiment runs fine “The problem is more of how to get these large parts in a densely built city. We have to take them around the capital at night, along empty roads, ”he said. He did not give a specific address.

“Novye Izvestia” tried to find it on their own and, if possible, assess how high-quality such housing will be? How much can it cost and how does it differ from Khrushchev's legacy? This was not easy to do. Landmark - the east of the capital - too approximate coordinates. They phoned the administrations of the VAO - they did not hear about any modules in any of them. The omniscient municipal deputies were also not in the know. The traffic police remained. "Plates, night, empty roads" - Zagrutdinov colorfully told, it is impossible to imagine that such a responsible operation took place without the accompaniment of the road inspection. The traffic police center on duty refused to respond to our request. Yes, there was no need for it, since the deputy mayor Bochkarev changed the address of the experiment - "We monitor the house on the territory of one of the factories of New Moscow".

We found him there. True, it turned out that a multi-storey Lego building exists only in the imagination of officials. Since the summer, there has been a small neat office in the corner, assembled from panels that are by no means apartment-sized. Larger items similar to there were also modules from MonArch commercials. Three jokes. Where did they come from in the territory where there is still no production equipment, but only the bare skeletons of future workshops, it was not possible to find out. But we managed to watch online how they are being tested. on survival, dragging with tractors from bump to bump.

The webcam was installed by residents of the village of Marushkino, whose houses were dangerously close to the concrete plant. Prevent an undesirable neighbor in marushkintsev not work, continue to deal with it here in this way - by fixing the camera on an event and sending complaints to authorities (Live. the picture can be viewed here.

Construction near Borovskoye Highway and Privolnaya Street at the entrance to Marushkino began in June last year. The former collective farm field of the OPH "Tostopaltsevo" was suddenly fenced off with a net, a sign appeared in two languages "Employees and guests of the MFC" MonArch "Center! Attention! Construction work is underway!"

Residents ran to the local administration to find out. It turned out that 300 people voted for the production of building materials in the residential sector back in March, at a public hearing. It doesn't matter that no one knew about the hearings and the signatures look dubious - a criminal case was refused. It can be said that people were even shamed that, by not approving the project, they are fighting against the improvement of the living conditions of millions of Muscovites and against their own well-being too. The contractor for the project promised Marushkino 2,500 new jobs and a super-ecological environment in and around the plant. With such a compulsion to happiness, the population has little chance of defending itself.

The general contractor of innovative construction is the MonArch Group of Companies, its head Sergei Ambartsumyan is one of the ten top developers in Moscow and the three most aggressive - few of its facilities did without scandals. As a result, they all ended well and allowed Sergei Aleksandrovich to condescendingly “forgive” his opponents: “You only criticize, but we are working”.

In the corridors of power, such a phrase is the standard for an official. Ambartsumyan is well acquainted with the corridors. Under Luzhkov - from July 2003 to November 2007 worked as deputy head of the Depgradpolitika, later (2007 -2011) was an advisor to the ex-head of the capital's construction complex, Vladimir Resin. Good relations continued with the new government. During the mayoral elections, Ambartsumyan was Sergei Sobyanin's confidant and supports all of his advanced projects.

It is logical that a specialist of such a profile did not stand aside from the main project - renovation and in difficult times offered the program "new technologies".

Sources of "NI" in the construction complex of the capital put forward a different version: Ambartsumyan found in New Moscow free agricultural plot with an area of 248,244 sq. m., promised to invest 15 billion rubles of investment and received it free of charge for rent for 6 years "for environmentally friendly construction." At least half of this version is documented. The second is experienced by the inhabitants.

Ecology is a sore point, and the disease develops incrementally. The collective farm field - the only outlet for the village, is no longer there, the noise and rumble from the construction site, the entrance and exit from the village is clogged with trucks - traffic jams, gases, mud. What kind of immunity should people and the environment have in order not to wither away from these "nano-technologies"?

“Unfortunately, the environmental component and the impact on the local road network of the entire logistics of the“ innovative ”production can be assessed only on the basis of advertising clips of the MonArch company,” says Mikhail Efremov. - Officials assess this ... Everything is beautiful - not a speck, not a speck of dust - nano-technologies.

Will there be nano-concrete and nano-cement there? And they will transport this good through nano-portals, bypassing the road network? It's ridiculous to listen... We demanded to show the state expertise - it is not shown, independent experts are not allowed to the plant, specialists are not listened to. Vicious circle.

We made a petition to the President on the Internet - "Save, help, we suffocate!" 2500 signatures - the whole village. There is no answer yet. But they managed to wake up Mosgorstroynadzor, and on the basis of complaints from residents, he filed a lawsuit against MonArkh for the lack of permits for the construction of the plant. This is how it happens: for half a year the supervisory authority, together with "MonArch", assured that the permission to put up the fence would also allow the construction of a plant of the third hazard class. The residents opened their eyes. Sergey Hambartsumian's reaction to this trick is priceless - (quotes from the meeting of "MonArch" with Marushkino's initiative group):

Ambartsumyan:

- They brought it to me, I signed it. Maybe I signed the wrong thing. Do you think I won't get a building permit?

Inhabitants:

- Are there results of environmental impact assessment or not? Show them...

Ambartsumyan:

- Well, they are not there now ... so what ... I'm not going to show you anything...

By the way, a version has been put forward in social networks why MonArch, before doing so in every possible way ignoring communication with residents, suddenly agreed to a meeting with the initiative group: “Mayor Sobyanin is planning a visit to the construction site of the plant. The purpose of the visit is the solemn laying of the capsule. The pedestal with steps and the opening for the bookmark are already ready".

It is scary to imagine that the court will close the plant and spoil the mood of the event participants.

"A building permit will appear from day to day, - predicts Efremov the outcome of the case. - On March 10, a positive conclusion of the state ecological expertise appeared. Nothing suspicious was found, everything is ok, live and do not be afraid. Although we continue to doubt that the megatons of concrete and cement brought here are safe for health. We have half of the population - old people and children..."

COMMENT

Lawyer Stanislav Stankevich - "Novy Izvestia":

- My personal professional experience and judicial practice show that an independent examination almost always reveals more or less critical discrepancies with the mandatory building standards of high-rise buildings that have already been put into operation. And this is for commercial construction! And here, when the task is to build quickly at least something, approximately equal in size to replace "apartments in obsolete five-story buildings" - cost reduction and the pursuit of increased profits inevitably comes to the fore. This is achieved by reducing the quality of housing. I would like to be wrong, but the quality of modular houses is obvious in advance. Technologies can be any, even German, as we are assured, but they have their own handles, and the greed of home-grown officials and developers is several times higher than in Europe. Nobody even hides that the cheapest (and not the best) options for new housing are waiting for the participants of the renovation. I am sure that after the first resettlements, the authorities will be inundated with lawsuits.

Many questions have long been ripe for litigation. When there was a boom in panel housing construction, citizens lived in barracks and communal apartments, their own, even a small apartment, was perceived as heaven on earth. What happened now? Where are the hosts of communal apartments and barracks? What are we settling? Someone considered the real need of the city for housing? And why are brick five-story buildings bad, but modular panel houses good?

The most important thing: how freely the authorities at all levels twist legislative acts affecting basic legal institutions, in complete contempt for the right of private property, for the observance of small-scale construction "propriety" - shows that these are far from all the surprises that can await Muscovites. There is no protection against the next "refinements" of the parameters of the renovation, which radically change its order and conditions. One noodle on the ears: a difficult situation in the economy... there is nothing to build comfort-class housing on... it will get better over time...

Make no mistake. As long as we are silent and do not resist, nothing will work out... Unless it will be useful for some of the "for-demolitioners" to feel in their own skin what are the consequences of a disregard for the rights (both their own and those of their neighbors) and the pursuit of freebies. But in this situation, I am most saddened by the fact that many responsible people are at risk - Muscovites who advocate compliance rights and against violent experiments with their property.
