The Russian environmental operator (REO) proposed to abolish the income tax for Russians when receiving income from the delivery of plastic and glass bottles to fandomats. Thus, people will be able to receive additional income from the return of empty containers.

Shortly before this, a bill on the abolition of personal income tax from the income of individuals received from the sale of plastic and glass containers was sent to the government of the Russian Federation on the initiative of the Federation Council Committee on Economic Policy.

The idea of abolishing the income tax for citizens when submitting empty containers to fandomats is based on the fact that now, when using this system, it is impossible to receive money directly into the account. The reason lies in the fact that the money received from the delivery of glass and plastic containers will be considered income. Therefore, by law, every citizen is required to pay tax on them.

“A person, in order to hand over a bottle and receive a ruble on the account, would have to provide documents (passport) and then also pay personal income tax”, - Prime reports.

To avoid this, now instead of real money, fandomats are adding bonus rubles to the account of transport cards like Troika or sending funds to a charitable foundation.

The REO believes that the idea of crediting money immediately to the account would be attractive to people and would further stimulate them to separate waste collection.

This opinion is supported by data from the successful experience of canceling personal income tax for waste paper, which took place on January 1, 2019. This event gave impetus to the creation of large networks of waste paper collection points, in which waste paper and cardboard are accepted from the population for real money. Due to the abolition of personal income tax on waste paper, during this time the number of companies for the procurement of waste paper and cardboard has grown by 20%.

According to the plans of the authorities, in the course of the “garbage reform” in Russia, it is necessary to achieve the sorting rate of 100% of the MSW volume by 2030 and reduce the amount of waste that is sent to landfills by 50%. For this, it is necessary to establish a system for receiving and processing recyclable materials, which is already working effectively in many countries of the world. This allows you to receive additional income from processing, save natural resources and protect the environment.
