The ruble's exchange rate against the dollar and the euro fell after the statement by Russian Deputy Foreign Minister Sergey Ryabkov that the United States and NATO were not ready to accept Russia's proposals on security guarantees.

By 15:15 Moscow time, the dollar against the ruble since the start of trading increased by 45 kopecks - up to 75.16 rubles.

“The euro exchange rate has risen by 0.63 rubles, to 86.12 rubles”, - reports the Dozhd TV channel *.

Against the background of Ryabkov's statements, the quotes of Russian securities also fell. Shares of Norilsk Nickel fell 4.8%, Surgutneftegaz - 4%, VTB - 3%. The securities of NOVATEK (-2.8%), Aeroflot (-2.6%), AFK Sistema (-2.3%), Gazprom (-2.2%), Rosneft "(-2%) and a number of other companies. At the same time, the Moscow Exchange index fell 2.2% this morning, to 3,742.65 points.

At the end of last year, the Russian authorities, within the framework of treaties on security guarantees, offered their Western partners to abandon NATO's eastward expansion, insisting on the refusal to admit Ukraine to NATO. In addition, Russia has made a proposal to impose restrictions on the deployment of intermediate and shorter-range missiles. However, negotiations between Russia and the United States, and then between Russia and NATO, which took place on January 10 and 12, respectively, did not bring the desired result.

Sergey Ryabkov noted that the United States and NATO "are under no circumstances ready to meet our key requirements".

In turn, NATO head Jens Stoltenberg said that "Russia cannot veto Ukraine's entry into NATO". NATO Secretary General called on Russia to respect the right of neighboring states to choose their own path. At the same time, he stressed the importance of preserving the sovereignty and territorial integrity of all states. Moreover: answering the question about the possible expansion of NATO, Stoltenberg indicated that the alliance can strengthen its presence in the territories adjacent to Russia by accepting Finland and Sweden into its ranks at an accelerated rate, if the leadership of these countries makes such a decision.

According to Stoltenberg, the entry of Finland and Sweden into NATO can be very quick, since they are close to the alliance "in all respects", meet its standards and are already taking part in joint military exercises.
