FAS intends to introduce reference tariffs for heat

To avoid price increases, reference tariffs for heat supply should be introduced, according to the Federal Antimonopoly Service. In the pilot mode, tariffs are planned to be launched in some constituent entities of the Russian Federation from July 1, 2022.

As the head of the FAS Vitaly Korolev told Izvestia, the service will determine the standards for the sale of heat energy, taking into account the fixed costs of resource supplying organizations (RSO) and the number of points of heat supply to consumers.

Currently, RNO tariffs are set by regulatory bodies in the constituent entities once a year. Tariffs take into account the costs of businesses that the company can prove.

If the reference tariffs are introduced, it will be possible to avoid the growth of payments due to the high costs of RNO for repair work, as well as fuel and transport. The Ministry of Construction believes that the innovation will help increase the transparency and clarity of tariff setting for the consumer. The department is ready to take part in the elaboration of the FAS proposal.

Recall that at the beginning of the year, Russians were warned of an increase in tariffs for heat energy in connection with an increase in waste collection for mining equipment.

At the same time, the debts of citizens for heating are growing and have already exceeded 209 billion rubles.
