Over the past two years, Perm State University has cooperated with the private security firm Arsenal-Region, which provided the university with security services in the buildings of the educational institution and on the campus.

After the incident with the shooting in the Perm university, the private security company does not get in touch and does not give any comments, according to the local news agency properm.ru.

As the journalists of the publication found out, a contract for 1.58 million rubles was signed with this company at the beginning of the year to ensure security at the university in 2021. Later, the university announced another competition for 4.4 million rubles. Four companies participated in the competition, including one with which the university had already cooperated. However, all applications were rejected on formal grounds. After the competition was canceled, as the journalists of the publication found out, the university signed another contract with Arsenal-Region to ensure safety at the university until 2022.

In addition, the university has agreed on the provision of console security with the Federal State Institution "Directorate of non-departmental security of the troops of the National Guard of the Russian Federation in the Perm Territory".

However, as it became known to the publication, the attacker at the university shot the guard in the first place, as a result of which he did not have time to press the panic button. Students note that not all buildings were heard about the attack on the university and the need to hide in the classrooms of the building. According to the signed contracts, it is not clear which of the two organizations is responsible for the operation of warning systems inside the buildings. Panic buttons were installed in the university and "Arsenal-Region".

"Arsenal-Region" was created in 2017 by his son and father Anton and Vadim Kopilev. This family also owns several other security companies in the region. Arsenal-Region serves several state institutions, including the Perm State Medical University. The amount of government contracts concluded reaches 4.6 million rubles. At the same time, according to the file of arbitration cases, the Rosgvardia previously sued this company for the fact that the organization worked in 2018-2019 without a license for security activities. The case was dropped last year.

In addition, the university was rendered services by the company "SKUD", which installed security and video surveillance systems in the educational institution. There are two companies with this name in Perm, the beneficiary of both is Artem Pyankov. His first company has been operating since 2014. The company signed 234 government contracts for the installation of security and video surveillance systems for over 74.4 million rubles. The second company was registered in 2016. She entered into contracts with the same customers as the first company of Pyankov. With the Perm university, where the emergency occurred, the company entered into two government contracts in 2020. One for 9.83 million, the second for 5.72 million rubles. According to them, the company had to mount about 150 video cameras and equip electronic checkpoints in all buildings. Now both contracts are listed in the public procurement system as completed.

We will remind, on Monday, September 20, an armed first-year student Timur Bekmansurov burst into the university and started shooting there. As a result, six people were killed , another 43 people were injured. The attacker was wounded during the arrest. He is now in a hospital in serious condition. A criminal case was opened against him under the article "Murder". The investigation of this criminal case was transferred to the Central Office of the Investigative Committee.
