At the end of February, Kiev notified Japanese Defense Minister Nobuko Kishi in writing that it needed arms supplies, including ammunition, anti-tank missiles, and surface-to-air missiles. However, Tokyo considered that sending weapons and ammunition to Ukraine would violate the principles associated with the supply of weapons abroad.
