Total surveillance for real: State Duma legitimizes introduction of artificial intelligence in Moscow

A special legal order is approved for Moscow for the purpose of the development of artificial intelligence technologies. The State Duma adopted the law in the second and third reading with almost no amendments.

The bill was submitted to the State Duma by First Deputy Speaker Alexander Zhukov and the member of the Committee on State Building and Legislation Irina Belykh. It provides for the launch of an experimental legal regime in Moscow for a period of five years starting from the second half of this year to develop artificial intelligence projects and then use their results. According to the initiators of the bill, its implementation should increase the effectiveness of the state and municipal government, writes TASS.

Now the capital companies working in the field of artificial intelligence, are invited to participate in the project. To do this, fill out an application. Participants of the experiment will gain access to the anonymized personal data in the field of transport, healthcare and face recognition. The Moscow Mayor's Office will follow the transfer of data from city photos and video cameras, their processing, and a coordinating council under the government, which will include representatives of ministries and departments, will be involved in the preparation of relevant legal acts.

The experiment will show for which areas of the economy and social relations it is advisable to introduce artificial intelligence, as well as what legal standards, including those with regard to the freedoms of citizens, should be adjusted.
