According to Peskov, the idea of a change in power in the country should not turn into an obsession that hinders work.

“As for the turnover of power, then, of course, the president is a supporter of the turnover of power, but this should not be an obsession that interferes with work”, - Peskov said.

As noted by TASS, Peskov made a statement about the president's desire for a change in power in response to a question about a new government bill that lifts the ban on the participation of governors in elections of heads of regions more than two times in a row.

The appearance of the document was perceived by many as a blow to the system of replacement of regional power in the country.

However, Peskov objected that "everything is good in moderation, and on most issues the president is a supporter of such a balanced approach".

Earlier it was reported that a draft law on regional power was submitted to the State Duma, which was a response to the updated provisions of the Constitution of the Russian Federation. The bill proposes to unify the title of the position of the heads of the regions. Instead of the word "governor" it is proposed to use the expression "head of a constituent entity of the Russian Federation", and regional administrations are proposed to be called "the government of a constituent entity of the Russian Federation".

At the same time, the ban on holding a term of office more than two times in a row, which has been in effect in Russia since 2015, is lifted for the heads of regions. If the law is passed, the governors will be able to govern the regions for life. Thus, the question arises about the turnover of power in the country.

Earlier, the Constitution of the Russian Federation introduced the institute life senatorial service. According to the amendment, former presidents of the Russian Federation will be able to enter the Federation Council for life - after the end of their term of office or after the early termination of office in case of resignation. At the same time, they retain the right to refuse the powers of a member of the Federation Council.
