As noted by Russian and American sources, the conversation between the two presidents constantly revolved around a possible nuclear conflict.

As Novye Izvestia has already reported, in the late evening of December 30, a telephone conversation took place between Putin and Biden. The conversation, which lasted about 50 minutes, discussed current topical issues in bilateral relations between Russia and the United States.

Briefly, the results of this conversation can be presented as follows:

Biden mentioned that Western countries could impose unprecedented sanctions against Russia in the event of an escalation on the border with Ukraine.

▪️ Putin replied that “if, nevertheless, the West decides to introduce these unprecedented sanctions under these or those conditions, then all this may lead to a complete rupture of relations between our countries”.

▪️ Putin indicated that Russia needs the result of negotiations on guarantees, it will seek it, Biden understood and agreed.

▪️ Putin told Biden that Russia would behave the way the United States would behave in terms of ensuring its security.

▪️ Biden called on Russia to de-escalate tensions with Ukraine and warned of a decisive response from the United States and its allies.

▪️ Biden assured that there would be no US offensive strike weapons in Ukraine.

▪️ Biden expressed support for diplomatic contacts with the Russian Federation within the framework of the dialogue on strategic stability, through NATO and the OSCE.

▪️ During the conversation, Biden stressed more than once that a nuclear war should not be started or won.

It was the last point that most of all worried the commentators of this event.

Ushakov, aide to President Putin, said:

“It is very important that President Biden stressed several times during the conversation that a nuclear war cannot be started, nor can it be won. The Americans proceed from this, understanding that the United States and Russia have accumulated the largest nuclear potentials in the world. (…) Biden also stressed that Russia and the United States could and should play a key role in efforts to ensure peace and security both in Europe and elsewhere in the world.

Political scientist Igor Skurlatov writes about this:

“When there is no influence, nuclear weapons are the final deterrent argument. It is another matter that in the modern world it is ridiculous and absurd to rely on the presence of nuclear weapons as a source of political "weight". Anyway, no one will use it. You need to be an economically strong Power to be respected in the world. And with this, Russia does not matter..."
