The head of the Investigative Committee of Russia, Alexander Bastrykin, proposed codifying migration legislation and introducing compulsory genomic registration for labor migrants arriving in the Russian Federation from the countries of the former USSR.

As Alexander Bastrykin said in an interview with Interfax, at present, migration is regulated by "hundreds of regulations", and this is "a multifaceted and rather complicated regulatory framework". Therefore, I am sure, the head of the RF IC, it is necessary to codify migration legislation. He proposed to register in the new normative act "all forms of migration" and "norms related to the registration of foreigners", as well as the issuance of quotas for labor activity, to clearly define the procedure for registering labor migrants. Bastrykin also pointed out the need to introduce fingerprinting as a mandatory form of control, and genomic registration of "all labor migrants entering Russia from neighboring countries".

Bastrykin believes that the procedure for interaction between law enforcement officers and border guards should be spelled out in law in order to make migration control most effective.

"Such measures will seriously tighten control over migration processes, will create an additional barrier to the penetration of criminals into our labor market, and law enforcement agencies will more successfully disclose the crimes they have committed", - said Bastrykin.

According to the head of the Investigative Committee, in the period from January to June last year, more than 17 thousand crimes committed by foreign citizens were investigated in the country, and in the first half of this year - already about 19 thousand.

Earlier, the Ministry of Internal Affairs has already proposed to oblige migrants to take fingerprints, take pictures, undergo a medical examination and receive ID-cards with data about themselves and issued patents for work. The department planned to introduce three options for migration regimes: short-term stay (for up to 90 days), long-term stay and permanent residence.

It's worth reminding that last month residents of New Moscow complained about systematic problems with migrants. Citizens living near the Sakharovo migration center even had to organize self-defense groups to prevent new crimes by foreigners.
