The officials who stole 9 million rubles from schools simply did not know how to do this legally

Recently, the media reported on convictions in the Stavropol Territory to officials transferring money allocated for salaries to teachers, themselves and their relatives. The director of the Astrakhan school, who wrote the teacher’s salary herself, received a conviction.

And the officials and the director simply did not fully understand the modern laws: they had to transfer money not to themselves and their relatives to bank cards, but to hired “their”, “close”, “beloved” teachers, cleaners, secretaries, paying them “ incentive payments "on the terms of share-building (it is impossible to verify this). And then no one would have planted them, everything would have been according to the law. This is now done by the heads of budgetary institutions throughout the country. The chairman of the State Duma is already telling everyone about this. That's just no one offers any effective solutions: why change this wonderful, so profitable system for managers.
