The pilot project of the Social Insurance Fund of the Russian Federation “Direct Payments” in 2020 will start work in additional 18 Russian regions. 10 of them joined the fund's project from January 1, and another 8 will join very soon - from July 1.

The capital and the Moscow region will join the project among the latter - from January 1, 2021. Currently, large-scale preparatory work is underway to move to a new payment mechanism.

Let us recall: earlier in our country there was a “credit system” for calculating benefits. With her, the employer himself paid this money to the recipients, and after some time the FSS returned the funds by offsetting to him.

It is no secret that this process was often of a protracted nature; some companies and enterprises had to withdraw funds from circulation or pay benefits with delays for this.

The pilot project of the Direct Payments Fund of the Social Insurance Fund of the Russian Federation, which was launched in 2011 in accordance with the Decree of the Government of the Russian Federation dated April 21, 2011 No. 294, as its name implies, is aimed at making insurance payments for compulsory social insurance for insured persons directly the territorial bodies of the Fund within the deadlines established by law.

That is, people should receive payments directly, without intermediaries and without delays.

The goal of the pilot project is obvious: to improve the situation of insured citizens and policyholders in the implementation of activities related to the appointment and receipt of benefits under compulsory social insurance.

Benefits of the Direct Payments Project

* Improving social security of citizens (timely and complete provision of insurance payments to citizens);

* Reducing the costs of policyholders on the processing and calculation of benefits;

* Automation of functions related to the accrual and payment of insurance coverage to insured citizens;

* Exclusion of violations in the appointment of benefits (the amount of benefits will always be in accordance with the legislation of the Russian Federation, and payments will not be delayed (due to lack of financial resources from the employer)).

Currently, 69 constituent entities of the Russian Federation are participating in the Direct Payments pilot project.

From January 1, 2020, in 10 new regions (the Komi Republic, Sakha (Yakutia), Udmurtia, Kirov, Kemerovo, Orenburg, Saratov, Irkutsk and Tver regions; Yamalo-Nenets Autonomous District), the Social Insurance Fund pays benefits to employees directly.

And from July 1, 2020, another 8 constituent entities of the Russian Federation will participate in the pilot project: the Republic of Bashkortostan, the Republic of Dagestan, Krasnoyarsk and Stavropol Territories, Volgograd, Leningrad, Tyumen and Yaroslavl Regions.

It is assumed that the whole country will switch to a new, direct payment mechanism, and this will happen on January 1, 2021.

The last, just January 1, 2021, will join the project “Direct Payments” in Moscow and the Moscow Region, St. Petersburg, Krasnodar and Perm Territories, Sverdlovsk and Chelyabinsk Regions, as well as the Khanty-Mansi Autonomous Okrug - Ugra.

Now these regional branches of the FSS are carrying out preparatory work as part of the upcoming transition to a new payment format.

During this transitional period, the Fund’s branches will conduct training seminars for insurers in the region, including educational, health and social security institutions.

How does the project Direct payments work? The employee provides the employer with his documents confirming the right to receive benefits (sick leave or electronic sick leave number, birth certificate of a child, etc.); writes a statement, which indicates the most convenient way to receive benefits (to a bank account or postal order) and his details.

Within a period not later than 5 calendar days, the employer shall transfer to the territorial body of the FSS of the Russian Federation information about the employee in electronic form or the documents necessary for calculating benefits. And then, within 10 days after receipt of the documents, the Fund transfers the allowance to the employee in the way that he chose

Note: according to the Decree of the Government of the Russian Federation dated April 11, 2019 No. 419, benefits are paid to the card of the MIR national payment system (or, as mentioned above, by postal order).

However, citizens who have not issued Mir cards are entitled to receive their allowance in a bank account, to which not one of the cards is attached.

Nevertheless, experts strongly recommend that you do not ignore the design of national Mir cards, since they have a number of serious advantages for receiving benefits.

Conveniently, the same login and password are used to enter the office as for the State Services portal.
