The Russian government has prepared a draft decree to allocate 9 billion rubles to the Ministry of Agriculture. The funds will be used to reimburse part of the costs to sugar and sunflower oil producers. The largest shares of interbudgetary transfers will be directed to Rostov, Voronezh regions and Krasnodar Territory.

According to TASS, referring to the text of the document, the authorities hope in this way to stabilize prices for food products.

"In order to stabilize prices for food products, in 2021, allocate budget allocations to the Ministry of Agriculture of Russia from the government reserve fund in the amount of 9 billion rubles to provide other interbudgetary transfers to the budgets of the constituent entities of the Russian Federation to reimburse part of the costs of production and sale of refined bottled sunflower oil and white sugar to enterprises retail", - said in the document.

The draft order specifies that the current cost of 1 kg of sunflower is 40.7 rubles (excluding VAT). The estimated cost of producing 1 liter of refined sunflower oil is 102.3 rubles (excluding VAT).

"At the current average Russian selling price of refined sunflower oil (92.6 rubles per 1 liter with VAT), the manufacturer's loss per 1 liter of sunflower oil is about 9.7 rubles", - indicate the authors of the initiative.

According to the document, the Voronezh region will receive 1.668 billion rubles, the Rostov region - 1.125 billion rubles, the Kuban - 1.043 billion rubles. These are the largest volumes of interbudgetary transfers.

It's worth reminding that sugar producers also receive such subsidies - at the rate of 5 rubles. per 1 kg of industrial and sold production at a price not exceeding 36 rubles. per kilogram.

Recall that earlier the Russian government extended the freeze on prices for these goods - sunflower oil and sugar - until October 1 and June 1, respectively. Initially, the prices of these goods were frozen in December 2020. But the majority of Russians did not find the measure effective and did not notice the price containment. In particular, there is simply no cheap sunflower oil on store shelves. Economic Development Minister Maxim Reshetnikov also admitted that the idea was a failure. He suggested introducing a damper mechanism similar to the gasoline market. At the same time, the Ministry of Industry and Trade plans to gradually return to market prices for sugar and butter.
