Viktor Vladimirovich Starozhitsky was born on January 12, 1919 in Saratov.

In early January 1945, Viktor Starozhitsky was included in a special hydrographic reconnaissance group, which together with the advanced units of the advancing Soviet troops, until the end of April 1945, traveled along the coast of the Baltic Fleet from the city of Klaipeda to Szczecin. Viktor Starozhitsky’s duties included: collecting trophy maps, updating maps and locations around the area, photographing objects of naval bases and harbors, compiling and transmitting operational information for the Baltic Fleet through the nearest army contact points.

In 1956, after graduating from the academy, the 2nd-rank captain Viktor Starozhitsky was sent to serve as a senior officer for further service at the Navy's Hydrographic Department in Leningrad. Here, his activities were closely related to the work of the Scientific Research Navigation and Hydrographic Institute, where he supervised the development of new hydrographic equipment.

In 1961, Viktor Starozhitsky was discharged to the reserve, but did not interrupt his communication with the fleet. He was engaged in the development of methods and technical means of hydrographic work, including in the field of the creation and use of underwater research vehicles.

For his services to the Motherland, Viktor Starozhitsky was awarded orders of the Patriotic War II degree, two orders of the Red Star, medals "For Military Merit" and "For Victory over Germany", has more than 40 government awards.

Currently, Viktor Vladimirovich conducts active military historical work among young people, fosters love for the motherland and the Navy.

Viktor Vladimirovich has three children, as well as several grandchildren and great-grandchildren.
