The authorities intend to consolidate the priority of Russians in employment
To minimize unemployment among citizens, the government proposes to introduce standards that oblige employers to give preference to Russians in employment. The current legislation does not provide for such a duty of managers.
This was reported by Izvestia, citing a report from the Ministry of Labor. The document says about the implementation of the general tripartite agreement - between trade unions, employers and the government - for 2019. The issues of improving the procedure for determining the need for foreign labor, development and implementation of policies in the field of labor migration are discussed.
Note that the current legislation does not provide for the obligation of employers to give preference to Russians when hiring employees. But the state regulates the number of migrant workers, setting the permissible share of foreign employees for some sectors of the economy.
In the first quarter of this year, the goal of the trip at the entrance to Russia 1.6 million foreigners indicated "work". This is a quarter less than in the same period last year.
Mostly citizens of Uzbekistan, Tajikistan, Kyrgyzstan and Ukraine come to work in the Russian Federation.
Recall that the Ministry of Internal Affairs is considering the possibility of creating a digital profile of migrants in a special mobile application - foreigners entering Russia will need to install it on their smartphone. Experts believe that this will not solve the problem of legal stay of migrants in the country.
