Dmitry Peskov, the special envoy of the President of Russia for digital and technological development, called absurd the current practice of issuing diplomas upon graduation from educational institutions "for the rest of your life".

In his opinion, the level of quality of knowledge of graduates and their relevance may decrease over time.

“Today, this absurdity is the rule. Who told you that the graduate has not forgotten 95% of what he actually studied there?”, - the RIA Novosti agency quotes Dmitry Peskov (the namesake of the president’s press secretary). “Diplomas cannot be replaced with competency profiles and portfolios. They will have to migrate to a "diploma on demand" format that shows the current state of your knowledge and competencies".

Dmitry Peskov noted that the high speed of developing training programs that will meet the needs of the labor market as much as possible and train entire teams of professionals who will create "research, educational, social projects and start-ups" will acquire particular importance for the same higher education system. rather than individual specialists. And the main function of universities should be "not education, but human transformation" and the desire of universities themselves "to an intellectual monopoly in their technological fields".

"Professional standards, educational standards, systems of all qualifications and everything else built in the analog world - this, of course, should be left in the 2010s", - the TASS agency quotes Dmitry Peskov's words. "It was a catastrophic mistake for the country and for the educated class. I would like to take all this rubbish with us in the 2020s. It slows us down and actually prevents us from getting educated people, we are outright losing the country's competitiveness in the world market".

On the one hand, experts note that part of the knowledge acquired in educational institutions is really forgotten over time, as well as even part of the knowledge acquired in school. But at the same time, they do not always become relevant in the narrow specialization where yesterday's graduate begins to work and improve his skills in practice. But what is the alternative - to take the exams again? Or, in practice, will the percentage of Russians with higher and other special education be reduced de facto?

Director of the RANEPA Center for Regional Policy, Doctor of Economics Vladimir Klimanov, in an interview with Economics Segodnya, said that it is impossible to talk about the introduction of "expiration dates" on diplomas, since basic education should remain "forever." However, “it is necessary to envisage mechanisms for raising qualifications and professional retraining. This is necessary in order for Russians to receive an education corresponding to the spirit of the times.

According to Vladimir Klimanov, technological changes are rapidly taking place and the task is to adapt employees with old skills to new economic requirements. Compensatory mechanisms for older people employed in the economy should also be developed so that they do not feel inferior to new generations.
