Despite the fact that 25 Moscow hospitals have already been redeveloped for the treatment of patients with coronavirus and so many will be redeveloped in the coming days, additional hospital facilities will be organized, including those based on clinics. Coronavirus testing will be expanded. “Only continuous-cycle enterprises that are vital to the functioning of the city, as well as medical organizations, authorities, law enforcement agencies, financial institutions, communications and transport enterprises, the media will continue to work. "Access to the city is an unavoidable additional inconvenience. But when it comes to the health and life of a huge number of people, there is no choice. According to him, the first thing the pass will be issued for travel to work, then - for travel for other purposes, and only at the last stage, if necessary, for movement within the area. At the same time, the access system will be declarative in nature, although the city authorities have the right to verify the accuracy of the information provided.

From April 13 to 19, almost all enterprises and organizations will be temporarily suspended in Moscow, except for government bodies, medical organizations, food and medical industries, manufacturers of personal protective equipment, key enterprises in the defense industry, the space industry, the nuclear industry, and critically important infrastructure for the city. The work of shops selling food and essential goods will continue. However, even these enterprises should reduce to the maximum the personnel present at workplaces, transfer a part of employees to remote work or to a non-working week.

In Moscow, all construction and repair work will be suspended except for the construction of medical facilities, as well as continuous cycle works in the construction and maintenance of the subway, railway, ground public transport and airports. Car sharing is suspended, the provision of medical services by organizations and individual entrepreneurs, for which this type of activity is not the main one. In particular, beauty salons will not work. The city will introduce a temporary regime for the execution of the city budget, during which any purchases are suspended, except for those that are urgent. Otherwise, according to Sergei Sobyanin, a turning point in the fight against the spread of coronavirus will not be possible.
