Russian President Vladimir Putin again appealed to the Russians on the situation with the COVID-19 coronavirus pandemic, he also reported on government support measures for businesses and citizens affected during a long non-working period since the end of March.

At a meeting on the sanitary-epidemiological situation in Russia, held in an online format, the president recalled that by today the Russian regions had to formulate their plans to remove restrictions based on the recommendations of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare and the State Council. But the main thing in the phased lifting of restrictions in a particular region is the preservation of the life, health and safety of people.

"As world experience has shown, it was the unpreparedness and overload of healthcare systems that became the main cause of high mortality; they did not allow saving those who could be helped. And we, again, can now provide such assistance," said Vladimir Putin. The President noted that the number of beds equipped to treat patients with coronavirus increased in Russia from 29 to 130 thousand. Also in May, the number of tests to detect asymptomatic forms of coronavirus infection will be doubled. Russia has already increased the volume of testing for COVID-19 from 2.5 thousand to 170 thousand tests per day, this is one of the highest rates in the world. In May, their number should reach 300 thousand per day.

The President noted that despite the resumption of construction projects and a number of enterprises, the bulk of the restrictions so far will remain. They will also persist for people over 65 and suffering from serious chronic diseases, as the most vulnerable group to coronavirus infection. The ban on all public events remains.

Forced restrictions on the operation of enterprises and businesses in March-May, according to Vladimir Putin, had an adverse effect on the economy. Therefore, a new package of measures to support the economy will be adopted, the list of enterprises and industries to which the state will provide assistance will be expanded. Taxes for the second quarter for the affected enterprises will be completely written off - this measure will affect more than 1.5 million enterprises. All fiscal payments will be debited, with the exception of VAT. Self-employed citizens will be refunded their full income tax paid in 2019, and self-employed will be provided with tax capital of one minimum wage. Individual entrepreneurs will also provide a tax deduction, ”the telegram channel of the“ Rise ”publication notes. Starting June 1, a loan program will be launched to support employment for all enterprises in the affected sectors and socially oriented NGOs. This will help support 7 million workers. The loan repayment period is April 1, 2021. The president also announced new bonuses to social workers.

If they directly provide assistance to patients infected with coronavirus, 60 thousand rubles.
