Bloggers disagreed on how Russians should behave when they witness even a minor violation of the law.

Journalist Marina Akhmedova again raised in her blog a problem that has been tormenting Russian citizens for many years: to knock or not to knock on one's neighbor? It is no secret that in many ways this dilemma was especially acute in Stalin's times, when millions of citizens were arrested and repressed on denunciations. Since then, the attitude towards denunciations in society has been extremely negative, in contrast, for example, to Western countries. If in Russia denunciation is tacitly considered an ethical crime, then in the West, on the contrary, it is a way to force all citizens, without exception, to comply with the law.

Here is what Akhmedova writes:

"In Serov, a woman named Svetlana Semyonova, being on self-isolation, went to the courtyard of her private house to feed a dog back in August of this year. A neighbor saw her, photographed her and complained about her to the police, providing that photo proof that Semenova violated the regime Two days later, the PCR test showed that Semyonova had no coronavirus. But Semenova's case was sent to court. Judge Shkalenko Yu.S. / sentenced her to the payment of a fine of 15 thousand rubles. According to the court, Semenova was also relaxed - because she had a minor child. The verdict hangs on the website of the Serov court, anyone can read it. And thank the court for very reasonable decisions that encourage the practice of denunciations and for exposing the main enemies of the country - sick women with minor children who do not want their dogs to die about tons of hunger. It is a pity that the court did not rule on awarding the neighbor Semyonova medal - for vigilance. The police could carry out this action - come with an orchestra, call the residents of the city and solemnly reward a neighbor for a denunciation in front of everyone. He will have someone to take an example from for the younger generation ... "

This publication aroused a completely understandable reaction from readers: why not knock in such cases? Of course, the majority of citizens condemned the "informer" neighbor:

"No words. She went out into the courtyard of Her House! Thus, all the more it is necessary to fine pensioners who want to breathe on the bench near the house, or walk in the park! But this has nothing to do with health. The extermination of common sense, and people in addition ... . "

However, there were also other opinions. So, Evgeny Sukhorukov writes:

"There is, for example, such a thing as traffic rules. You can physically go to the oncoming lane, through a double solid. You can get a fine or not, and you can also get hit by KamAZ ... So, purely hypothetically, those citizens who will be on you will be "knocked" for violating traffic rules, in fact, they will save you from KamAZ.Our citizens do not report outrages for various reasons, where the system does not work out, where all the friends-neighbors seem to be, where "knocking" is shameful or just too lazy ... And this is all accumulating, accumulating and then splashing out..."

Arkady Kobtsev objects:

"In civilized countries, people do not know the meaning of the denounce, which we are discussing. There everyone considers it his duty to report the ugliness. Almost everyone. We turn a blind eye to crimes. In the subway, for example, they rob and rape. And everyone is in gadgets, with a head .. But how does it become possible to throw out the accumulated personal hostility, envy, or whatever ... With such neighbors, it will be possible to live peacefully only for the time being. The problem is that there is no potty habit - to obey the law. Freedom means permissiveness. The interests of others have zero value. . But the problem itself is broader: the lack of culture. Including consumption..."

And Yevgenia Mishina gives a specific example:

"This is how it is in Europe. An emigrant from Russia taught at a university in Sweden. He parked his car near his private house, not in a garage. A Swedish neighbor pasted a warning on his car (later it was difficult to peel off this paper) that he called the police and left his phone number, that is, he did not anonymize. And you think, why is everything so safe there and order and everyone is polite and does not litter, etc.? Such conscientiousness? Yes. But such conscientiousness was generated by huge fines for years".
