Dear Anna Yurievna!

In connection with the publication by the Mayor of Moscow S.S. Sobyanin on June 12, 2021 of the Decree No. 29-UM "On Amendments to the Decree of the Mayor of Moscow No. 68-UM dated June 08, 2020", and acting in defense of the interests of more than 15 thousand people, members of our Social and Political Movement "Parents' Association" , we appeal to you for an official clarification.

The decree of the Mayor of Moscow establishes from June 13, 2021 a number of restrictions on civil rights and freedoms for adults and children of Moscow. In particular, a ban on visiting children's playrooms (due to the suspension of their work), a ban on the use of children's playgrounds and sports grounds in park areas, a ban on visiting zoos.

These bans are motivated by anti-covid activities, while other crowded places continue to operate.

Parents are extremely outraged by this circumstance, since summer children's holidays are underway, and children should rest, play, gain strength, spend time outdoors, and play sports during this period of time.

At the same time, information about the presence of an official prescription issued to the Headquarters of the city of Moscow and the Mayor of Moscow by the Chief Sanitary Doctor of the city E.E. Andreeva, on the website of Rospotrebnadzor in Moscow are absent.

We believe that the heads of the territorial departments of Rospotrebnadzor, acting in their own right and obliging the authorities of the Subjects of the Federation of the Russian Federation to take measures to separate people, should exclude the factor of subjectivity from their decisions and rely on specific medical or other indicators characterizing the epidemiological situation in a particular territory, established the senior management of Rospotrebnadzor.

In Moscow, a state of emergency or an emergency situation was not introduced.

All restrictions established by the Decree of the Mayor of Moscow are due to the high alert regime. Under this regime, city authorities also have the right, guided by subjective reasons, to transfer children to distance learning. In the fall of 2020, as you remember, the transfer of children to distance learning has already caused massive indignation in the parent community.

In order to avoid a repetition of this, it is extremely important, before the start of the academic year 2021, to determine and inform the parent community of the official criteria under which full-time attendance at educational institutions, institutions of additional education, children's centers, etc. for children and adolescents becomes impossible for epidemiological reasons.

It is these official, and no other criteria that can be the basis for separating children and limiting their civil rights to receive full-time education, to visit children's centers, the right to a full-fledged summer vacation.

In this regard, we appeal to you, Anna Yuryevna, with a request to inform us to inform parents about the official criteria established by Rospotrebnadzor (Russian Federal State Agency for Health and Consumer Rights), guided by which the Chief Sanitary Physicians of the territorial departments of the Subjects of the Russian Federation have the right and are obliged to send instructions to the heads of the Subjects of the Russian Federation with anti-epidemiological purposes to limit the civil rights and freedoms of Russian citizens.
