As follows from the survey, a quarter of the respondents suggest that the fate of orphans should be decided according to the principle “where they were born, they came in handy” - children should remain in their own country. 13% said that Russian children are not safe abroad, 12% gave priority to Russian adoptive parents. 7% are afraid of same-sex relationships, which can become a negative example for adopted children. 6% each indicated that Russophobia is flourishing abroad, and also recalled that abroad that there is a different mentality and culture. 5% each spoke about the difficulty of controlling adoptive parents in other countries and distrust of foreigners.
30% of those who are in favor of foreign adoption indicated that children are deprived of the opportunity to find a family and may remain in an orphanage. 9% are sure that “children are more important than politics”, which means that they should not be involved in political disagreements. 8% each indicated that this way children have a chance for a better life and that there should be no unfriendly countries.
63% reacted positively to the ban on adoption by citizens of unfriendly countries.
In early August, a group of deputies submitted a draft law to the State Duma that would impose a ban on the adoption and placement of orphans from Russia under guardianship by citizens of states included in the list of unfriendly countries in the Russian Federation. The list of unfriendly countries appeared in Russia in 2021. Initially, it included only the United States and the Czech Republic. However, after the start of the military special operation of the Russian Federation in Ukraine and the introduction of Western sanctions against the Russian Federation, the government expanded the list to 48 positions.
