The Ministry of Justice has developed a draft amendment to the collection law, according to which collection companies, banks and FMOs (microfinance organisation) will have to notify citizens about who exactly is talking to them - a living person or a robot.

According to RBC, this measure is expected to be put into effect from 2024. The project was approved at a meeting of the government commission for legislative activities.

Currently, collectors are now using artificial intelligence when working with debtors, but this is not regulated by law in any way. Now the concept of "automated intelligent agent" will be introduced. THIS is software for sending voice messages (answers) and programs with "speech generation and recognition" that are able to support certain conversation scenarios. Calls from robot collectors will be equated to the actions of a human claimant, and their frequency and time will also be limited. Restrictions will also apply to messages in social networks and instant messengers.

Recall that from June 20, 2022 in Russia, the initiation and termination of enforcement proceedings against debtors and also the collection of debts will take place automatically , which will not require the participation of a bailiff. in March, the bailiffs stopped making payments to collectors with foreign origin.
