“The President gave me the task of restoring life in the affected areas. It had to be solved in difficult conditions, there was everything: sabotage, and the Italian strike, and unscrupulous contractors. And all this - against the backdrop of a pandemic. It was very important for us not to stop work even for a day. And we did it”, - Kobzev said during the final press conference.

Thus, five apartment buildings and 74 individual houses have already been commissioned. By the end of this year, it is planned to complete another 86 houses, eight of which are multi-apartment, 54 are individual, 24 are duplexes (for two owners). Next year, it is planned to commission 14 duplexes and 76 individual residential buildings.

Flood victims in the Irkutsk region received 7,670 certificates for the purchase of housing - in the secondary market or in new buildings. So far, only three have remained unrealized.

At the same time, the governor also noted the problem faced by the region. Thus, the construction of individual houses under trilateral agreements (between the victims, the construction company and the customer's service) turned out to be ineffective, since firms without working capital took part in the work. They received an advance, but did not have the money to complete their houses. As a result, a number of contracts were renegotiated. The regional authorities promise to complete the problem houses by May 1 next year.

As for social facilities, their restoration is proceeding according to the schedule approved by the Russian government. 133 social facilities are already ready, construction and installation works are underway at 46. Another 46 institutions are planned to be restored in 2021.

In addition, 11 dams and engineering protection facilities are being built in the affected areas. Work is also progressing on schedule. At the same time, it is planned to commission the facilities ahead of schedule - at the end of 2021.
