Deputies of the State Duma proposed to introduce a 100% premium to an old-age insurance pension not from 80, as it is now but from 75 years old.

The bill was sponsored by the head of the parliamentary committee on labor and social policy Yaroslav Nilov, State Duma vice speaker Igor Lebedev, deputies Boris Paykin and Dmitry Svishchev, as well as Senator Sergei Leonov, RIA Novosti reported.

“The bill proposes amendments to the aforementioned Federal Law, according to which the right to establish an increase of 100% of the fixed payment to the old-age insurance pension is granted to persons who have reached the age of 75,” the explanatory note to the document says.

The authors of the initiative note that the World Health Organization classifies citizens who have reached their 75th birthday as senile. Gerontologists agree with this.

- Almost all people over 75 have a chronic illness. In many countries, citizens over 75 receive various co-payments and social support measures. Currently, financial resources have been accumulated that could be used to increase the level of pension provision for persons over 75 years of age. The adoption of the bill will ensure a more decent standard of living for people who have reached the age of 75 years, the authors of the bill indicate.

If amendments are adopted, the innovations will enter into force on January 1, 2021.

Earlier, the Ministry of Labor proposed to simplify early retirement as an anti-crisis measure. According to the proposal of the department, by 2021, citizens will be able to retire three years before the retirement age. Currently, ahead of schedule, in two years, those who have lost their jobs can retire with 20 years of insurance for women and 25 years for men.

Recall that in 2018, Russian President Vladimir Putin signed the law on improving the pension system. According to the law, a gradual increase in the retirement age began in 2019. As for the size of the pension, at the beginning of this year, about four million Russian pensioners received a pension below the subsistence level established in the country.

The Accounts Chamber stated that “measures to improve the pension system have not yet allowed reaching the level of pension provision acceptable for a decent life for older citizens”.
