The state, if it is necessary to ensure the defense and security of the country, may seize cars from individuals, entrepreneurs and organizations. Car owners do not even know that their car is subject to "call".
The auto.ru portal recalled that in Russia there has long been such a thing as a military transport obligation.
The fate of "military" cars is regulated by the order of the Minister of Defense No. 151 of 2014. This is how the wording of this document sounds verbatim: " On approval of the list of vehicles provided to the Armed Forces of the Russian Federation, other troops, military formations and bodies, as well as special formations created for wartime, and the Procedure for accounting for vehicles provided to the Armed Forces of the Russian Federation, other troops, military formations and bodies, as well as special formations created for wartime.
" There are 5 sections in this list: wheeled vehicles intended for operation on public roads, tractors, road-building machines and mechanisms, hoisting and transport machines and mechanisms, as well as other machines and mechanisms. Each section contains a list of specific vehicles , and this list is quite large," reminds auto.ru.
Vehicles that may be seized include vehicles of category M1G, a vehicle used for the transport of passengers and having, in addition to the driver's seat, no more than eight seats. Such a vehicle must be able to overcome a 30-degree slope, and also have at least one differential lock and at least one front and one rear axle, the mechanism of which makes it possible to drive them synchronously.
Almost all SUVs that Russians use today fall under the description of such cars.
Recall that in Russia there are approximately 11 million crossovers and SUVs.
“The list also includes larger cars of the N1G category, the requirements for which are a little simpler: all-wheel drive, one lock and the ability to overcome a 25% rise. This includes, for example, all UAZs, as well as all-wheel drive Sobols and GAZelles,” - notes auto.ru.
"Mobilization" also includes buses of categories M2 and M3, that is, most passenger buses.
Most often, vehicle owners do not even know what kind of car can be registered with the military. The military commissariat, writes auto.ru, receives all the necessary information from the traffic police database.
"There is no need now to separately register SUVs and crossovers, as well as buses and special equipment, as was required before: the military enlistment office will also receive this information from the traffic police. Therefore, when registering a car, the MREO inspector is not entitled to require any document from the military registration and enlistment office," the newspaper writes.
The reason for the seizure of the car from the owner is as simple as possible: there is a need, the army needs such a car. According to the above law, this is quite enough to start the procedure for withdrawing the vehicle.
"And then - to compensate the owner for possible costs. However, there is no clearly prescribed procedure in the laws for such a need", - auto.ru clarifies.
Most likely, if we are talking about the "call" of cars, then the first on the list will be the fleet of municipal, regional and federal authorities. Then they will connect the business, and only then ordinary Russians will have to part with their jeeps. "On its own, the procedure for the seizure of vehicles and compensation for them should be prescribed in the orders for mobilization in the regions. As long as these measures are not prescribed anywhere, no one can take the car from the owner," sums up auto.ru.
