The authorities may soon oblige to equip all new buildings that are being built in the country with smart meters for water, gas and electricity. To make this possible, a single range of devices must be created, and developers must have a corresponding obligation.

In addition, you need to create an application in which citizens can manage meters.

According to Kommersant, it is planned to introduce regulation regarding the mandatory installation of metering devices until 2030. The concept of digitalization of apartment buildings was developed by ANO "Smart Apartment House" (which unites developers, telecom operators and electronics manufacturers), which was established this summer at the initiative of the Ministry of Construction. The document was sent to the Ministry of Digital Development, the Ministry of Industry and Trade and the Ministry of Construction.

In order to overcome regulatory and economic barriers that impede the development of the market for smart devices and the digitalization of the urban economy, ANO proposes a number of measures. In addition to the mandatory installation of smart meters and the creation of a register of such devices, the organization proposes to form a minimum list of technical requirements for utility meters.

Experts, however, believe that such a procedure cannot be made mandatory, since the costs of the project will be borne by the population. According to MForum Analytics analyst Aleksey Boyko, such digitalization will cost tens of millions of rubles. At the same time, the transition to intelligent systems in new buildings has actually already taken place, but it will be problematic to transfer the old housing stock to them.

In July, it was discussed about the obligation of debtors for electricity to install smart meters with the ability to remotely turn off the power supply. Moreover, the debtors will pay for the meters and their installation out of their own pocket. Smart electricity meters are required to be installed by guaranteeing electricity suppliers and grid companies. The costs of their purchase and installation are included in the sales surcharge and in the tariff for energy transmission services. Debtors who received notification before the end of 2023 will be supplied with meters within six months, after January 1, 2024 - in three months.
