The government has approved the parameters for optimizing the federal authorities. As a result of the ongoing reform, 37 deputy heads of federal authorities will be dismissed. The reform will affect 45 ministries and departments, whose work is supervised by the Russian government.

The result of the optimization will be a decrease in the number of units performing supporting functions.

- 74 such structural divisions are subject to reduction. In addition, during the reform of the state apparatus, it is planned to cut 37 deputy heads of federal bodies. Released funds will stay in the payroll - clarified in the press service of the government.

Uniform requirements for the structure of ministries and departments are enshrined in the decree. According to the new requirements, the number of departments in ministries should be at least 40 staff units, and services and agencies - at least 25. Departments and offices should have at least five departments. It is also noted that support units should be no more than 30% of employees. Deviations from these requirements are only allowed in special cases. At the same time, the number of structural subdivisions of ministries can be 35 staff units per department and five units per independent department. For services and agencies - 20 units for management and five units for an independent department.

Recall that the reform of the state apparatus is taking place against the background of a sharp reduction in federal budget revenues, the population of which has been significantly affected by the coronavirus pandemic. According to the forecasts of financiers, by the end of the year the "hole" in the budget will exceed 4 trillion rubles.

In the meantime, HSE experts suggested that the government carry out a “smart optimization” of the number of civil servants. The size of the staff reduction will depend on the situation in each specific department.
