The investigating authorities indicted the general director of Kemerovo Confectionery Plant OJSC and the co-owner of the Winter Cherry shopping center Vyacheslav Vishnevsky in the final version.

He is accused of giving bribes on an especially large scale (part 5 of article 291 of the Criminal Code of the Russian Federation).

According to the website of the Investigative Committee of Russia, Vishnevsky, through the mediation of his representative, gave a bribe to an organized criminal group led by Tanzilia Komkova, head of the Kemerovo Region State Construction Inspection Inspectorate. According to the TFR, in addition to her, the OCG included her son Eduard Komkov and the director of ISK Resource LLC Nikita Cherednichenko.

The amount of the bribe, which according to the investigation was given to them by Vishnevsky in 2013-2014, amounted to seven million rubles. Thus, the reconstruction of the Zimnaya Vishnya (Winter Cherry) was carried out without obtaining a building permit and in violation of the previously approved project, which provided for the installation of automatic fire extinguishing systems at all floors in the shopping center.

March 24, Vishnevsky was extradited to Russia from Poland on the eve of the two-year anniversary of the tragedy, which claimed 60 lives.

The fire in the shopping center Zimnaya Vishnya (Winter Cherry) in the city of Kemerovo occurred on March 25, 2018, and among the 60 dead children prevailed. Fire warning systems did not work then, and the emergency exits were blocked, because of which people did not have time to quickly leave the complex and died on the spot from poisoning with toxic smoke.
