The head of the government apparatus Dmitry Grigorenko (pictured), speaking about the results of the reform of the state apparatus, indicated the reduction of 66 structural divisions and 33 staff units of deputy heads of departments.

In an interview with Izvestia, Grigorenko clarified that the staffing of the central offices was also "cut down" - by 213 units and territorial bodies - by 31 642 units.

"As the government announced at the very beginning of the reform in November last year, the number of the state apparatus decreased by almost 10% by April 1 - this is one of the largest reductions in recent years", - said the Deputy Prime Minister.

He stressed that the reductions were carried out at the expense of the vacancies used while maintaining the payroll. That is, he explained, the risks of dismissal or reduction in the level of remuneration of an employee "professionally performing their duties" are minimized.

“An excessive chain of chiefs reduced efficiency and increased administrative costs”, - the Deputy Prime Minister explained, adding that in a number of departments the number of support units was overestimated, and 20% of positions in central offices and up to 12% in territorial bodies were effectively used.

It's worth reminding that initially it was about the reduction of 74 structural divisions and 37 deputy heads of federal authorities.

By the way, the reform of the state apparatus took place against the background of a sharp reduction in federal budget revenues, the population of which was significantly affected by the coronavirus pandemic.

Political scientist Nikolay Dimlevich noted that the cuts in the bureaucratic apparatus were a consequence of the COVID-19 coronavirus pandemic, since in the face of an unexpected attack of coronavirus infection, many officials demonstrated unprofessionalism.
