The executive director of the Ukrainian Science and Technology Center (USTC), which was engaged in scientific development in Ukraine in the interests of American military biological programs, was an American, Curtis Belayach.

This was stated by Igor Kirillov, Chief of the Radiation, Chemical and Biological Defense Forces of the RF Armed Forces.

The chairman of the board of this organization from the EU was Eddie Arthur Mayer. From the US - Phil Dolliff, who was previously Deputy Secretary of State Secretary on International Security and Non-Proliferation of Weapons of Mass Destruction at the State Department.

According to Igor Kirillov, the Russian military has evidence that the center was linked to the US military through Black & Veatch, a contractor for the Pentagon. In particular, the correspondence of the vice-president of this company, Matthew Webber, fell into the hands of the Russian military, where he expressed his readiness to work with the center for military biological research conducted in Ukraine, RIA Novosti writes.

Igor Kirillov noted that in the period from 2014 to the present, more than 500 research projects have been implemented by this center in the countries of the post-Soviet space, in particular, in Ukraine, Georgia, Moldova and Azerbaijan.

It's worth reminding that biological laboratories in Ukraine were discovered during a military special operation. These scientific projects were financed from abroad, in particular from the USA. The scientists of these laboratories worked on the study of dangerous animal diseases and methods of their transmission, including through migratory birds. This was confirmed by US Deputy Secretary of State Victoria Nuland. Russia has asked the UN and the OSCE to launch an investigation into what these laboratories were doing in Ukraine.
