The UN Security Council has not adopted Russia's draft resolution on Ukraine, which calls for a negotiated ceasefire to evacuate civilians. According to the permanent representative of the Russian Federation to the UN, Vasily Nebenzya, the vote brought the members of the organization "to clean water".

- The vote brought to light all those for whom the politicization of the humanitarian dossier is more important than UN assistance in providing humanitarian assistance to needy Ukrainians. We have heard from some delegations, in particular from the US delegation, that they do not want to take any part in the resolution proposed by Russia. What did you do in such a case? He expressed his regret that the Security Council did not adopt the resolution. The Permanent Representative of the People's Republic of China Zhang Jun expressed a similar position.

He said the decision was "unfortunate" and said the council had been unable to reach an agreement while the world was waiting for an immediate ceasefire.

Note that the text contains a call not to use civilian infrastructure to host military installations, and also not to install them in densely populated areas.

Earlier, Russia refused to introduce a ceasefire for the duration of the negotiations. The Kremlin explained this by saying that the enemy uses this time to regroup its troops and strike at the positions of the Russian military. On March 18, the head of the Russian delegation, Vladimir Medinsky, said that the Russian Federation and Ukraine have the closest possible positions on its neutral status.
