The military also believes that the Russian Federation is allegedly trying to preserve the sphere of influence of the Soviet era and is using force to coerce neighboring countries, and also "resorts to unconventional tools, such as private military companies, trying to intimidate, weaken and divide the United States and its allies".

The general clarified that Russia and China "continue to militarize the Arctic", trying to create an economic foothold for regional influence.

Previously, Russia was already called in the Pentagon "a threat to all NATO allies", referring to the "destabilizing activities" of the Russian Federation. The US Department of Defense said that the threat from Moscow lies in "the desire to undermine security and stability around the world with its authoritarian approach." US President Joe Biden has already promised to make Russia "pay for everything."
