The governor of the Trans-Baikal Territory, Alexander Osipov, explained that he had introduced payments for the military from the region for capturing tanks in Ukraine to maintain morale and motivation. He said that "the Transbaikalians are Siberian people" and expressed the hope that they would do everything on the battlefield "wisely and without excessive fervor."
