Earlier it was planned that starting from July 1, 2020, banks will obligatorily credit budget payments exclusively to those accounts that are linked to the MIR card. But, given the difficult situation in which many are now in connection with the coronavirus crisis, the authorities decided to extend the period of transition to the national payment system. As a result, thanks to a new decree, this period was extended for another three months - until October 1, 2020. This day is considered a foreign country: after it, when transferring social benefits, they will have to be used exclusively on MIR cards.
It should be noted that the majority of government payments already go through the national payment system MIR (pensions, scholarships, salaries of employees of budgetary institutions and civil servants). And, of course, the scope of mandatory use of the MIR card is gradually expanding, so the state can provide better protection for payments to Russians.
If you are one of those who receive social benefits or are going to apply for it, you should pay attention to a number of nuances. Representatives of the Social Insurance Fund (FSS) are conducting a large information campaign to explain them. So, on the card of the national payment system, according to the law, it is established that the use of the MIR card is mandatory for working citizens for:
- allowance for temporary disability for citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant, an accident in 1957 at the Mayak production association and discharges of radioactive waste into the Techa River, as well as as a result of nuclear tests at the Semipalatinsk test site.
- benefits for pregnancy and childbirth;
- a one-time allowance for women registered with medical organizations in the early stages of pregnancy;
- a lump sum for the birth of a child;
- monthly childcare allowance.
Thus, in order to receive assistance from the state in the form of stipulated budgetary payments, individuals must have a MIR card. This also applies to those social benefits that are paid by the employer. It is the employer's duty to notify their employees in advance or to issue this card on their own. It is noted that it is unlawful to force employees to issue a card.
As you know, the cards of the national payment system MIR are issued and serviced by the majority of banks in our country today, so there should be no problems with this. Most likely, you can safely continue using the services of exactly the bank to which you are accustomed - just call and find out everything.
Despite the fact that MIR has a lot of advantages, it is undoubtedly important that according to the legislation, Russians still have the right to an alternative option for receiving social benefits - both before October 1, 2020, and after. Therefore, if for some reason you do not want or cannot apply for a MIR card, remember that individuals can receive social benefits, including:
The Social Insurance Fund drew attention to the fact that there are cases when benefits can be received on cards of international payment systems. These include cases when the recipient has not yet managed to issue a MIR card in his bank, and pregnancy, childbirth or temporary disability (for citizens exposed to radiation) occurs once every two years. Then, to receive payments, it will be possible to use a card of another system. Also, any bank card can be used to receive benefits at the birth of a child and to register a woman with an antenatal clinic in early pregnancy.

It is convenient that in order to start receiving social benefits in the FSS pilot project Direct Payments ("Pryamye vyplati") to the MIR card, you do not need to fill in bank details, BIK numbers, bank correspondent accounts and other data. Making a manual comes down to just a few simple steps. When an employer submits an application for benefits, it is necessary to indicate the card number of the national payment system MIR, and he himself will transfer the required information to the territorial body of the Social Insurance Fund.
It's great that Direct Payments ("Pryamye vyplati") is also about the speed. You definitely won't have to wait long for the funds to be credited, it will happen almost instantly: the money will appear on the account in a maximum of 30 minutes after it was transferred to you from the FSS.
By the way, nothing bad will happen if you accidentally make a mistake in the number when writing a statement, because this, alas, can happen to anyone. The fact is that when creating a security system for MIR cards, advanced experience in information security was applied. The system automatically checks the correctness of the specified card number. Thus, benefits will not be transferred to the card if an error has crept into the recipient's application, or if the card has expired. This is "where progress has come to".
