The draft agreement has not been completed yet, it is planned to complete it by October, Izvestia reports. The document will determine the main directions of the work of the Russian Trilateral Commission on the regulation of social and labor relations.
The authorities think it is premature to discuss the FNPR idea regarding indefinite payments to unemployed parents.
As of today, we recall that the idea of the FNPR is already being implemented, but as a fickle measure. An additional 3 thousand rubles from the state for each child can be received from April on top of the allowance by all unemployed people with children. The measure is being implemented as support during the coronavirus. The authorities decided to extend payments to September as well. It is not yet known whether they will act later. Also, only one parent can receive support, even if both have lost their jobs.
Head of the Laboratory of Quantitative Methods for Researching Regional Development of the PRUE named after G.V. Plekhanova Elena Yegorova suggests that indefinite support can become a reason for refusing to work at all.
"Will these additional payments become a means of “absenteeism” or getting a job without signing an employment contract? And will this not lead to the fact that living on benefits will become more profitable than finding a job?", - the expert asks.
Let us note that earlier the recipients of payments themselves have already expressed that support should be extended after the pandemic.
At the same time, the number of unemployed in the country during the pandemic has increased by 3.5 times - since April, 1.9 million Russians have been registered at the employment center. And these are only official figures.
