Cinemas are still closed in eight regions, spas and saunas have not opened in seven regions, and bans on mass events remain in 13 regions. In connection with the increase in the number of cases, the regions are introducing new restrictions from October.
“We need new support measures. The most effective of them is to return funds to companies' turnover. Therefore, we believe that it will be effective to provide companies with funds in the amount of taxes paid by them in 2019”, - she said in an interview with TASS. According to Tatulova, some of these funds would immediately return to the budget in the form of taxes for this year. The Ombudsman added that it is not clear for enterprises now where to get the funds to pay taxes.
A recent poll of businessmen showed that one in three will not survive the new wave of coronavirus. The forecasts of business ombudsman Boris Titov are even more deplorable: two-thirds of companies that survived the first wave of restrictions due to coronavirus this spring will not survive new ones this fall.
Tatulova recalled that such a measure had already been proposed to the government in April, but then it was introduced only for the self-employed, who at that time numbered about 600 thousand, while in the register of small and medium-sized entrepreneurs there are now almost six million companies, which employ about 15 million people ...
As another support measure, the Ombudsman proposes to cut the VAT by half - from 20% to 10%. According to Tatulova, this measure will not only support entrepreneurs who pay less tax, but also end consumers, since prices in stores will, if not lower, then at least stop growing.
According to Tatulova, now it is also necessary to revise the system of penalties for small businesses. In particular, the Ombudsman proposes to link them to revenue. “Because it’s nonsense, when a company with a revenue of 200 thousand is fined 300-500 thousand”, - she said. In addition, at the first violation of any rule, the Ombudsman suggests limiting himself to a warning, and if the company commits the same offense for the second time, then it can be fined.
In addition, the Ombudsman proposes to extend the moratorium on inspections. In her opinion, business has performed even better this year without inspections than with inspections. According to the Ombudsman, oversight agencies should conduct more training seminars for entrepreneurs, and not maliciously fine violators.
Also, as an incentive for entrepreneurs, the Ombudsman proposes to introduce bonuses for the transfer of some employees to remote work, in particular, it can be rent or tax benefits. Earlier, Moscow Mayor Sergey Sobyanin ordered to transfer at least 30% of all employees of Moscow companies to remote work. Otherwise, entrepreneurs will face fines. According to Tatulova, this order of Sobyanin does not take into account the specifics of the work of individual companies. In particular, a transfer to a remote location of bank tellers or cashiers in a store will lead to queues.
