Modular houses for renovation participants may appear in Moscow much earlier than promised. At the start of the advertising campaign - in early March - it was just an experiment within the program. But this week, the head of PIK Gordeev said that it would not be long to wait for mass modular construction.

Lyudmila Butuzova

Trial transformer house made using new technologies, head of the Department of Construction Zagrutdinov was going to present it to immigrants and developers at the end of the year. But something tells us: the discussion stage will end before it has begun.

What to discuss? All stakeholders in the Moscow construction complex are obsessed with one goal - to build more, faster, cheaper. This is possible only through the development of modular construction, believes the general director of the PIK campaign Sergey Gordeyev, who was one of the first in the industry to approve the proposed technological solutions. The developer himself wants to learn how to build a house with 25 floors in two weeks. It would be strange that some of the top developers would refuse to develop such a vein in the field of miracles called renovation.

Sergey Sobyanin promises to give 90 modular new buildings to displaced persons this year. During the three and a half years of the program, only 76 houses were commissioned, built in the usual way. It seems that, indeed, with the introduction of new technologies, developers will have a second wind. It is believed that ordinary Muscovites will only benefit from this - they will not have to wait for the weather by the sea for years - there is a distance from making panels at a factory to moving to new apartments. only 2-3 months.

Novye Izvestia has already written about the merits of new technologies ("Module for acceleration. What the builders offer to the participants of the renovation", 03/21/2021) Recall: the modular panels from which the house will be assembled are specialized structures 15 mx 6.5 m x 3.5 m. Such a "living unit" includes the base, external walls, internal partitions of the module and its roof, which corresponds to the ceiling of the apartment, as well as built-in flights of stairs and landings. Engineering systems have already been installed inside the walls.

Apartments, in fact, will be produced on the factory conveyor and delivered to the site at 97% availability - with laminate flooring, door handles and chrome heated towel rail in the bathroom - everything as promised by Sobyanin. The installation of a three-story section, which contains 25 modules, takes a day — of which six hours are taken by transportation, which has to be done at night. A fifteen-story building, if you work without interruption, is being built in a week. The two-story office with interior and exterior decoration was assembled in 5 hours. Record set at construction site company "MonArch" Sergey Ambartsumyan. In fact, he found new technologies in Germany and offered them to the Moscow government. He is also building an innovative plant for the production of modules in Marushkino.

However, not everyone is excited by this news. Municipal deputy Nadezhda Zagordan (Izmailovo) is depressed:

“So, one more experiment on Muscovites…. Well, what are we waiting for the impressions of those who will fall to the lot to be experimental. Participation in the experiment is compulsory - for those who got into the renovation. "

“This is not an experiment, but a “revolution” in the industry according to old tracing papers”, the famous architect Aleksey Krotov shared with Novye Izvestia. “Modularity - the ideas of the 70s of the last century. Then there was a need to provide Muscovites with comfortable housing as soon as possible - a panel with communications appeared. Making such a product in the factory was not a tricky business, houses grew by leaps and bounds ... Success at that time. Erection of a building from ready-made parts really saves time, reduces costs, but does not always provide quality.

"It was obvious to specialists that an attempt by any means to keep the pace would lead to the mass production of substandard products. We abandoned the modules. The authorities also understood that people needed a normal house, and not these pre-fabricated cabins with a service life of 25 years", - recalls the architect Krotov.

Subsequently, they began to get rid of them, the renovation, if you remember, began with the slogan “Down with dilapidated housing!”. Demolished. In order to build new ones in place of old panels, higher and larger. Returning to block construction, without even touching on the commercial side of the matter, is a very serious question from a purely technical point of view.

You can tell as much as you like that modules have taken root in Europe, Germany is an example in terms of technological solutions. But in any modular systems there will definitely be a question of how they are attached to each other, how the seams are processed and sealed. This is handmade, jewelry work. This means that highly qualified specialists are needed. With an acute shortage of construction personnel in Moscow (the construction complex claims a shortage of 20,000 workers and vacancies for 8,000 installers), the first available migrants will do the responsible work. We must see what happens.

Second point. Modular houses in Germany are undersized - no higher than 4-5 floors. I think this is due not only to architectural preferences. Try it yourself from the parts of the "Lego" constructor to assemble the structure of floors for 20-30. A deviation by a millimeter can threaten the whole structure with a skew. There is a tendency towards high-rise construction in Moscow. Workers will be tortured to put props...

"From my point of view, those volumes of housing that are now trying to literally cram into the existing urban structure are conditioned by one thing - the desire of the business to get super-profits. For this, the authorities will put on stream and the construction of block housing. As always, without caring how popular such objects are among Muscovites, and even more so without thinking about the appearance of the city. In ten years, Moscow will be unrecognizable", - concludes the architect.

It seems so. The planned capacity of only one enterprise - the innovative plant "Monarch" in Marushkino - 450 thousand square meters. m of products per year, or four floors per day. According to the calculations of the capital's construction complex, this is still enough to accommodate a million program participants in modular houses by the end of this decade.

“We have nearly 500 launch sites in operation today, this is 7.7 million square meters of housing”, - Sergey Levkin, the head of the Moscow Department of Politics, shared the details with the TASS agency. We have already resettled more than 22 thousand [people], more than 30 thousand out of a million inhabitants. But the growth of the program is in geometric progression... By 2030, all major developers will be able to quickly switch to block technology".

"The fodder base will expand. In the conditions of the budget deficit, which the city is now experiencing, such a policy cannot be called anything other than malicious. On the good, the program should be curtailed, at least to a sparing size, and funding for projects of interest only to developers should be stopped. However, the Moscow Renovation Fund only manages to publish new placements. The cost of the second wave of renovation has already exceeded 1.7 trillion rubles", -the city protection activist, assistant to the deputy of the Moscow City Duma Vladimir Vershinin commented on the plans of the building complex in a conversation with Novye Izvestia..

In the last five months alone, the Moscow authorities have distributed 18 large contracts totaling 154 billion rubles. Most of these contracts were divided among themselves by Regionzhilstroy, FGC Vladimir Voronin, MIC Andrey Ryabinsky, PIK Sergey Gordeev and "Krost" Alexey Dobashin.

Novye Izvestia analyzed which areas will fall under them. development. These are Beskudnikovo (780 thousand square meters), Golyanovo (101 thousand), the village of Shishkin les in New Moscow (284 thousand), Mitino (191 thousand), Solntsevo (almost 166 thousand square meters)... 1 , 9 million square meters of new housing in five districts!

Let us remind you that the renovation program in Moscow includes 5170 houses with a total area of 16 million square meters. For the resettlement of residents, about 22 million square meters are needed. m. And suddenly, at the beginning of March, TASS came out with a sensational headline “45 million sq. M. meters of residential real estate will be built as part of the renovation program in Moscow". This was announced at the plenary session of the Russian Construction Week by the head of the Department of Urban Development Policy Sergey Levkin. What a surprise?

"No worries, - says Vladimir Vershinin. - Goals and objectives of the program remained the same - 22 million square meters immigrants (taking into account 15% for the purchase of housing), no additional needy in double volume is expected.

For three years, my colleagues and I, with figures and facts in our hands, have been proving that tens of millions of meters of commercial housing, which is being built with budget money, have been shoved into the renovation. Those. Muscovites suddenly became sponsors of commercial construction for themselves, as the budget is replenished from taxes. We were told (including at meetings in the Moscow City Duma) that we think wrong. And now - the sincere one drove up", - says Vladimir Vershinin.

Moscow City Duma deputy Yelena Shuvalova is also involved in budget secrets. In her opinion, construction corporations came up with programs in order to get money from the state and regional budgets and get the maximum profit from the sale of housing: "2 floors will be built for the deportees, and 22 - for sale". The state expenditure on a building complex in Moscow is about a trillion rubles a year. And what is the income from the building complex? What is the return, and is there any?

As a result of requests Shuvalova, the head of the finance department, Yelena Zyabbarova, found out amazing things. For example, the amount of non-tax dividends from all enterprises - construction and non-construction - owned by the city and managed by the Moscow government, in the budget is only 3 billion 751 million rubles.

"For the three-trillion-dollar budget of Moscow, this is a minuscule amount, - Yelena Anatolyevna is indignant. - Taxpayers' money is poured into investment programs and actually disappears. Not that there is no recoil, but in general - like a breakthrough".

The deputy posted a question on her Facebook page - “Isn't it time for the government to report how it disposes of city property, our property with you, dear Muscovites?”

Shuvalova's voters are only in favor. Quite different news came from the Moscow City Duma the other day. The majority of votes decided to give up parliamentary control over the budget and investment programs of the city. The United Russia party felt that the executive branch would do better with this.

But in any case, the question remains: will the resettlers receive "good" modules instead of "bad" Khrushchev-era apartments?
