Pregnant women are also proposed to be exempted from the "zero" income rule if they are more than six months pregnant.

Changes, if adopted, will take effect on January 1 of the next year.

If a family is found to have excess property, they will be denied support. If one of the parents does not work for a long time without good reason, support will also be denied.
